According to the Nam Dinh Construction Investment Project Management Board (Ninh Binh province), the project to build a new Nam Dinh - Lac Quan - coastal road is expected to be completed in November 2025. This is a project with a total investment of about 6,400 billion VND; the total length of the route is 24.66km.
The route is on a level I plain road, with a design speed of 100km/h, a roadbed width of 39m, an 8-lane road surface, and a clearance of about 100m across the entire route. The bridge and culvert sections on the route are designed synchronously, ensuring compliance with the scale of the road.



In September, Lao Dong Newspaper's reporter noted that at the construction site of the Nam Dinh - Lac Quan - Coastal Road Construction Project, the final items are under construction. In many sections of the road, lighting systems, trees, and traffic signs have been installed.
On the route, section Km19+800 in Xuan Truong commune, workers are paving asphalt concrete.



At Lac Quan Bridge, a large bridge on the route, the old bridge will be kept intact, and an additional unit will be built with a length of 508.8m, 17m wide, including 13 spans, 3 continuous spans, the remaining approach spans will use the structure of Super T precast concrete girders.
At So River Bridge (Giao Ninh Commune), workers are casting girders and many items on the bridge. According to the design, the bridge consists of 2 units, each unit is 17m wide, 509.m long, designed with 4 lanes.
At the end of the route connecting with the coastal road construction project through Ninh Binh province (in Giao Ninh commune), workers are completing the road surface painting.



Mr. Tran Duc Hung - Nam Dinh - Lac Quan - Coastal Road Project Management Board - said that there are currently about 100 workers on the entire route, and more than 30 workers are working regularly on the So Bridge to speed up the progress. Many locations where contractors are constructing final items such as painting road markings, traffic safety systems, etc.
The project to build a new Nam Dinh - Lac Quan - coastal road is expected to help reduce the load on National Highway 21, which is currently very narrow, shortening the time for transporting goods and passengers from coastal communes of Ninh Binh province, to Hanoi capital and provinces and cities in the Red River Delta.
