The Ho Chi Minh City Ring Road 3 project through Thu Duc City has completed the installation of girders at many sections of the overpass. However, 4 houses located in the middle of the construction site have not been relocated, directly affecting the construction progress.

Mr. Pham Van Thang - Deputy General Director of Thai Yen Construction Investment Joint Stock Company - a member of the consortium implementing the XL3 package, said that due to the land acquisition of 4 houses, the construction of 3 overpass piers could not be carried out.
Mr. Thang emphasized: "It is necessary to quickly resolve the site clearance to ensure the project is completed on schedule."
The Ho Chi Minh City Ring Road 3 project has just launched a competition movement "365 days and nights to speed up progress" with the goal of completing the technical traffic opening of the entire elevated section of more than 14km through Thu Duc City by December 31, 2025.

According to Mr. Vo Tri Dung - Head of the Compensation and Site Clearance Board of Thu Duc City, the recovery of the above 4 houses is not part of the compensation project of Ring Road 3 but belongs to the project land of the enterprise. In principle, the enterprise compensates and hands over the site to Thu Duc City.
Currently, people are asking for compensation of about 100 million VND/m2. However, Mr. Dung said that this area is planned for traffic land, not land for commercial housing or park land, so the investor does not accept this price.
“Thu Duc City is coordinating with businesses to continue negotiating with households. If residents still demand excessive compensation, they will be forced to comply with legal regulations. The city aims to resolve this issue by January 2025,” Mr. Dung affirmed.
Beltway 3 through Ho Chi Minh City is more than 47km long, of which the section through Thu Duc City is more than 14km long, designed as an elevated road with 4 lanes in phase 1.
This route connects from Ho Chi Minh City - Long Thanh - Dau Giay Expressway, passes through Thu Duc City and ends at Tan Van intersection (Binh Duong).

The total investment for Beltway 3 through Ho Chi Minh City is about 41,387 billion VND, of which site clearance costs account for 18,975 billion VND.
In addition to the section of Ring Road 3 through Thu Duc City expected to open to traffic at the end of 2025, the sections in Cu Chi, Hoc Mon, and Binh Chanh districts, nearly 33km long, will be technically opened to traffic at the end of April 2026.
