On September 24, speaking with a reporter from Lao Dong Newspaper, a representative of the Management Board of Investment and Construction Projects of Hoang Hoa area, Thanh Hoa province said that the unit had sent a report to the Provincial People's Committee on the handling plan for projects with leaning hands after the recent storm No. 5.

"Up to now, the Provincial People's Committee is still studying, even having to revise the proposal submitted by the board and locality. Therefore, there is still no specific handling plan for the above incident" - this leader informed.
Previously, the leader of the People's Committee of Hoang Thanh commune (Thanh Hoa province) said that the locality had a meeting with the Hoang Hoa Construction Investment Project Management Board (the investor's unit) to propose a handling plan, thereby agreeing on a liquidation plan and reporting to the Provincial People's Committee for direction.
According to the representative of Hoang Thanh commune, the choice of liquidation and demolition is because if it is repaired, it will cost money, while after a short time the project may continue to be tilted and collapsed.
As reported by Lao Dong Newspaper, in March 2023, on Hai Tien beach (old Hoang Hoa district, Thanh Hoa), 5 giant arms appeared, each arms nearly 5m high (from the nail base to the finger), located a few hundred meters apart.
At the time of construction, many people expressed their disagreement because the project occupied the beach area and was a potential danger to tourists when swimming, possibly hit by waves against the concrete pillar in the middle of the beach.
According to the old Hoang Hoa People's Committee, the 5 branches are part of the project to renovate and upgrade the coastal road through Hoang Tien and Hoang Thanh, with a total cost of more than 10 billion VND. The 5 arms alone cost about 300 million VND from the district budget. The project is expected to be a watchtowers for rescue workers to observe and handle when bad situations occur.
However, after more than 2 years of use, the staircase system and the roof on the hand has been removed. In particular, the recent storm No. 5 caused 4/5 of the arms to be tilted, at risk of collapsing.
