Repeated violations
Many people living around Hoang Cau Lake (O Cho Dua Ward, Hanoi) said that the situation of encroachment on sidewalks for business and parking continues to be common, although this area is being renovated and upgraded to serve the 80th anniversary of the August Revolution and National Day on September 2.
"Many households consider sidewalks as their own, setting up tables and chairs for food and beverage, despite the shabby urban face and pushing pedestrians onto the road" - Mr. Phan Thanh Chuyen, a resident on De La Thanh street, was upset.
According to Lao Dong Newspaper reporters in mid-July on Mai Anh Tuan Street, along Hoang Cau Lake, many shops freely occupy the sidewalk to do business and park their vehicles, forcing people to walk on the road. This situation can only be "temporarily resolved" when the authorities are present.
Not only Hoang Cau Lake, the West Lake area is also a "hot spot" for violating urban order, especially the act of occupying roads and sidewalks for business, stopping and parking in violation of regulations.
Resolutely handle violations
According to Major Ngo Minh Duc - Deputy Head of Tay Ho Ward Police, from July 1 to July 15, the ward authorities handled 250 violations, with a total fine of nearly 180 million VND. Of which, there were 123 cases of street vendors, 58 cases of illegal car parking, 40 cases of leaving motorbikes in the wrong place... It is worth mentioning that most cases when inspected, reminded, recorded... are aware that their behavior is a violation of the provisions of the law, but they give every reason to justify the violation, thereby asking to be ignored. However, after propaganda and explanation, the authorities were determined to make a record and strictly handle it according to the provisions of the law.
To thoroughly handle the situation, Tay Ho Ward Police have decided to increase patrols, especially during peak hours from 6pm to 0am - the time when many households take advantage of loosness to occupy the sidewalks of Tay Ho Lake area for business and trading. Regarding the encroachment on the sidewalk around Hoang Cau Lake, O Cho Dua Ward Police said that this is a problem that has existed for many years. During the afternoon and evening of July 17, the authorities made records to handle 12 violations, with a total fine of 18 million VND. Of which, 6 cases of encroaching on sidewalks for business were fined 15 million VND, the rest were parking violations that obstructed traffic.
According to Mr. Nguyen Doan Thanh - Head of the Economic, Infrastructure and Urban Affairs Department of O Cho Dua Ward, the ward has continuously coordinated with the police to organize campaigns, achieving some positive changes and will continue to increase inspection and strictly handle violations of urban order in the coming time.
