From May 15, 2026, Decree No. 81/2026/ND-CP of the Government regulating penalties for administrative violations in the field of railway traffic officially takes effect. Accordingly, many violations of railway traffic order and safety are heavily increased in penalties to enhance deterrence and prevent accidents.
In which, acts such as crossing level crossing barriers and common bridges when barriers are moving; crossing level crossings when red lights have been turned on; not complying with the orders and instructions of traffic signs, road markings or instructions of level crossing guards... for motorbike and motorcycle drivers will be fined from 4 to 6 million VND (previously from 600,000 - 1 million VND).
For car drivers, the fine is from 18 to 20 million VND (previously from 4 - 6 million VND). In addition to fines, violators are also deprived of the right to use their driver's license for 1 to 3 months.


According to statistics from the Traffic Police Department of Hanoi City Police (CSGT), in the first 3 days of implementing Decree 81 (from May 15 to 17, 2026), the entire city's traffic police force discovered and handled 18 violations, fined 24 million VND; revoked driver's licenses in 4 cases, and temporarily seized 1 vehicle.
In which, stopping and parking violations within the level crossing area accounted for 13 cases; 5 cases of crossing the level crossing when the barriers were closed or the bells and traffic lights were on.
Compared to the previous period, the number of violations decreased by 75 cases, equivalent to a decrease of 80.6%. The above results partly reflect the initial effectiveness of the implementation of Decree 81/2026/ND-CP, contributing to raising the awareness of law compliance of traffic participants in railway intersection areas," Hanoi Traffic Police Department informed.

In the coming time, the Hanoi Traffic Police Department will continue to coordinate with the railway industry to strengthen patrols, inspections, and strictly handle violations; and at the same time promote propaganda to raise people's awareness and prevent railway traffic accidents in the Capital.
