With outstanding achievements in socio-economic development and administrative reform, the Party Committee, Government and People of Hai Phong City were honored in the glorious Vietnam 2025 program. Lao Dong Newspaper had an interview with Central Party Committee member, Hai Phong City Party Committee Secretary Le Tien Chau about the locality's outstanding achievements after 70 years of liberation.
According to the Secretary, after 70 years of liberation, what is Hai Phong's greatest achievement to date? Can the Secretary review these achievements?
- After 70 years since the liberation day (May 13, 1954 - May 13, 2025), the greatest achievement of Hai Phong that we can be proud of is that the city has completely changed the urban appearance, economy - society and quality of life of the people.
From a city heavily affected by war, Hai Phong has grown to become a national type I urban area, affirming its role as the locomotive for developing the Northern Coastal region.
Some outstanding achievements can be summarized as follows:
First, the economy has grown rapidly: From an economy mainly based on agriculture and traditional industry, Hai Phong has strongly transformed to develop high-tech industry, services, tourism and seaports. In particular, the appearance of large corporations such as Vingroup, LG, SunGroup... has made Hai Phong an important growth pole of the Red River Delta and the whole country. In 2024, Hai Phong's economic scale will rank 5th nationwide; the only locality with double-digit continuous growth for a decade. State budget revenue ranked 3rd, FDI attraction ranked 2nd nationwide. In 2024, Hai Phong will lead the country in the Competitiveness Index, Administrative Reform Index, People's satisfaction Index and Provincial Green Index.
Second, develop synchronous and modern infrastructure: Hai Phong has built and upgraded a vital transportation system such as Lach Huyen International Gateway Port, Cat Bi International Airport, expressways connecting to Hanoi and Quang Ninh, along with more than 50 large and small bridges connecting and expanding trade inside and outside the city, such as Tan Vu - Lach Huyen Bridge, Hoang Van Thu Bridge, Rao Bridge, Ben Rung Bridge, Dinh Bridge, Hoa River Bridge, Chanh Bridge, Quang Thanh Bridge... creating outstanding competitive advantages for the city in attracting investment.
Third, civilized and modern urban areas: The appearance of urban areas is changing rapidly with many new urban areas, modern industrial parks, and invested and built social welfare projects, contributing to improving the living environment of people to be more and more friendly, safe with a greener, cleaner, and more beautiful space.
Fourth, cultural - social development and social security ensure: Hai Phong always firmly implements the policy of "Investing in social security and welfare ahead of economic development speed". Traditional cultural values are preserved and promoted. Education, health care, and social security are always of concern, ensuring that all people have access to basic services. Hai Phong has no longer had poor households, and has implemented many breakthrough social security policies such as: Taking the lead in supporting 100% of tuition fees for students at all levels, supporting vocational training costs, taking care of meritorious people and vulnerable groups.
Fifth, national defense - security and foreign affairs are strengthened: National defense is strengthened, security is ensured; political security and social order and safety are maintained. Foreign affairs and development cooperation have been implemented synchronously and creatively, contributing to promoting the image, building and developing the city.
By 2024, Hai Phong will have trade with over 130 countries and territories; have friendly/ cooperative relations with 26 localities in Japan, Korea, the United States, China, Laos...; have 43 countries and territories investing in Hai Phong with 853 valid FDI projects, with a total investment capital of over 24.5 billion USD; nearly 50 international organizations and foreign non-governmental organizations implementing programs, projects and non-projects in Hai Phong.
Hai Phong has grown at double digits for 10 consecutive years. In the near future, when merging with Hai Duong, the population, area and economy will expand. What pillars will the city focus on to develop into a modern, civilized, and happy urban area, sir?
- To ensure the city development goals set out in Resolution No. 45 and Conclusion No. 96 of the Politburo on the development of Hai Phong city, the city will focus on the following key areas:
First, build a clean and strong City Party Committee; streamline the political system, operate effectively and efficiently, create new positions and development forces, with a larger space and a clearer vision on the foundation of the long-standing cultural and historical values of the new Hai Phong City. Proactively attract and promote talents, creating a modern and attractive living environment for experts, intellectuals, and good workers to "come to Hai Phong to stay, stick with, and contribute".
Second, unlock all resources to promote economic growth associated with economic restructuring, taking science - technology, innovation, digital transformation and green transformation as the main driving forces. Create modern, open and transparent development institutions; support private economic development, build a strong Hai Phong business community. Complete strategic infrastructure projects, especially seaport systems, airports, high-speed railways, making Hai Phong a leading seaport, logistics and industrial center in the country. Develop Hai Phong urban area worthy of the title "Heroic City", both civilized and modern as " international city", and imbued with the cultural identity of "City of the Port" and "City of Red P combats".
Third, develop cultural and social harmony, ensure social security with the economy. Strive to build Hai Phong into a model of socialism in the new era, with typical characteristics: rapid and sustainable economic development; democratic, fair, civilized society; solid national defense and security; prosperous, happy people's life, comprehensive development; a united, humane community, rich in identity and government for the people, serving the people, operating effectively and transparently.
Fourth, promote the tradition of "Courage - Determination to win", build a strong national defense associated with the people's security posture and a solid "people's heart posture". Build a revolutionary, disciplined, elite, modern armed forces city, firmly protect the sovereignty of the sea and islands; maintain political security, social order and safety, and build Hai Phong into a "drug-free city". Develop Bach Long Vi island district into an economic - defense center in the northern sea of the Fatherland.
