In January 2024, the Criminal Police Department established a special project 0124L to fight against scammers who appropriated property by posting genuine smartphone images at a much cheaper price than in reality, when customers receive and pay, the subjects will block contact with the victim.

To destroy this ring, the investigation agency prosecuted the case, prosecuted 26 defendants for the act of "Fraudulent appropriation of property", seized 20 computers of various types, about 3,000 poor quality phones, counterfeit goods used by the subjects to commit crimes, and many related documents. This ring has committed fraud against about 7,000 victims in many provinces and cities across the country, appropriating more than 90 billion VND.

Also in January 2024, the Criminal Police Department simultaneously deployed 10 working groups, coordinating with Department A06 of the Ministry of Public Security and the Public Security of some provinces to conduct emergency detentions, summons, and emergency searches of 14 subjects. After that, 532 guns of various types, 36,824 bullets, 211 grams of drugs were seized; 43 defendants were prosecuted.

In the face of extremely complicated human trafficking crimes on the Vietnam - Cambodia - Laos border in the form of light work and high salaries to defraud and sell abroad operating in fraud groups and clubs via social networks, the Criminal Police Department has established a Project with the cryptography "0524M".

In mid-2024, the Criminal Police Department coordinated with the Department of Police on Trafficking Prevention, the Golden Triangle Economic Zone Police - Ministry of Lao Police and relevant agencies to arrest 6 subjects, rescue 36 victims from Laos to Vietnam safely.

Expanding the investigation, Ha Tinh Police discovered a fraud ring that appropriated assets in scale and quantity that had never been operated in the Golden Triangle Economic Zone (Laos).

On August 2, 2024, the Criminal Police Department of Ha Tinh Provincial Police coordinated with the Department of Police on the Prevention of Human Trafficking Crimes of the Lao Ministry of Public Security, the Golden Triangle Economic Zone Police, the Border Guard of Ha Tinh and other professional units to successfully fight against Project 0524M, arresting 155 (26 women, 129 men) of Vietnamese people in the Golden Triangle Economic Zone for fraudulent activities, organizing gambling, buying and selling people with sophisticated tricks, organizing especially large-scale. The Criminal Police Department then went to Laos twice more to rescue 13 more victims on August 18 and arrested 11 more subjects.

Expanding the 0524M project, the Criminal Police Department identified a group of Chinese leaders in Laos with a branch operating in the Philippines.

Immediately afterwards, synchronously applying professional measures, the Criminal Police Department identified Vietnamese subjects who were participating in fraud and appropriation of property in the Philippines in two forms: Fraudulent investment in BTC cryptocurrency on the application "UNISAT" and fraud to do tasks on the TikTok application.

During the investigation, due to being chased by the Philippine Police, some subjects in the entry ring returned to Vietnam, some went to Cambodia, and others continued to stay in the Philippines to work.

In January 2025, the Criminal Police Department coordinated with the Cambodian Police to arrest 30 subjects for fraud and appropriation of property in the capital Phnom Penh.

Coordinating with Tan Son Nhat International Airport Police Station, Noi Bai International Airport Police Station arrested 25 subjects fleeing back home. In the process of fighting to destroy the "0524M" project in phase 2, the Investigation Police Agency of Ha Tinh Province Police has prosecuted 44 more defendants for the crime of fraud and appropriation of property.

Initially clarifying that from their activities until their elimination, these criminal organizations have committed fraud and appropriated more than 45,000 victims with a total amount of more than 1,500 billion VND.

This is a particularly typical project, of international scale and scale, receiving a letter of commendation from the Minister of Public Security; The success of the project has created a buzz for the Vietnamese Public Security force in the international arena, not only praised by domestic and international presses.

The Criminal Police Department is also honored by the People's Committee of Ha Tinh province as a typical collective in studying and following Ho Chi Minh's ideology, morality and style.
