Hanoi - The People's Committee of Van Mieu - Quoc Tu Giam Ward has officially informed about the construction tarpaulin collapse that left 2 people injured and dead.

On the morning of October 22, a serious accident occurred at the construction site at 121 Ton Duc Thang Street (Van Mieu - Quoc Tu Giam Ward, Hanoi), killing one person and injuring another.

The People's Committee of Van Mieu - Quoc Tu Giam Ward said that the victims were identified as Ms. D.T.Q (born in 1990, O Cho Dua Ward, Dong Da District) - the motorbike driver, who is now out of danger after being treated at Xanh Pon General Hospital; Mr. Mai Duc Giap (born in 1984, from Nga Son, Thanh Hoa) - the person collecting scrap glass in the construction area, who died from severe injuries at 11:30 a.m. on the same day.

Immediately after the incident, the ward authorities coordinated with the ward police, functional forces and surrounding people to quickly arrive at the scene, take the victims to the emergency room and conduct inspections and blockade the area to ensure safety.

The People's Committee of Van Mieu - Quoc Tu Giam Ward has requested the investor, Ms. T.T.T.B, to stop all construction activities, and urgently coordinate to overcome the consequences, fully implement regulations on labor safety and construction.

According to the Ward People's Committee, the project is constructed according to Construction Permit No. 240945/GPXD dated November 29, 2024 issued by the Dong Da District People's Committee (formerly), including 4 floors and a staircase, with a total floor area of 335.83 m2. The demolition of the old construction began on October 19, 2025.

Before starting construction, the investor had completed legal documents, including construction notice, construction permit, records confirming the status of adjacent works, demolition measures prepared and inspected by competent units, and a commitment to comply with regulations on safety, environmental sanitation and fire prevention.

The Ward's Construction Order Management Team and the Economic - Infrastructure and Urban Affairs Department also regularly monitor and urge construction units. However, during the demolition process, incidents still occurred, causing unfortunate consequences.

The ward police are coordinating with relevant agencies to investigate the incident, clarify the cause, and determine the responsibility of the parties involved.
