The Vietnam Maritime Search and Rescue Coordination Center has dispatched a specialised ship SAR 631 to rescue 01 fisherman on a Da Nang fishing boat who suffered a serious head injury while operating in the waters between Hoang Sa and Truong Sa Special Zones.
The incident was carried out right before storm No. 12 directly affected this sea area, in conditions of big waves and strong winds.
According to the Vietnam Maritime Search and Rescue Coordination Center, at 16:31 on October 19, 2025, the Vietnam Maritime Search and Rescue Coordination Center (under the Vietnam Maritime and Waterway Administration, Ministry of Construction) received an emergency report on a case of a seriously injured fisherman in need of emergency medical assistance from fishing boat QNa 91892TS.
Ship QNa 91892 TS had 01 crew member named Phan Van Tinh (born in 1975) hit in the head by Puli, injured in the left Korea, unable to stop bleeding, and is currently unconscious.
The ship is at position 13°36N - 112°58E (about 323 nautical miles southeast of Da Nang), the ship is running towards shore at a very low speed, about 4 - 5 nautical miles/hour.
SAR 631 departs in Da Nang, an emergency journey overnight in the conditions of storms approaching the QNa 91892 TS ship.



After receiving the information, the Center determined that the location of the accident was in the sea area between Hoang Sa Special Zone and Truong Sa, located in an area likely to be directly affected by storm No. 12, the fishermen were seriously injured by a heavy object that directly hit their head, leading to coma, and there was a possibility of traumatic brain injury.
Realizing the serious patient condition and complicated weather developments, the Center has asked for opinions and was directed by the National Civil Defense Steering Committee, the Vietnam Maritime and Waterway Administration to mobilize a specialized search and rescue ship SAR 631 departing from Da Nang, an emergency journey overnight in the conditions of waves approaching the QNa 91892 TS ship to rescue the victim.
While the specialized vessels are on their way to the rescue location, the Center has used the Coastal Information Station to connect directly with fishing vessels with fishermen in distress to provide remote first aid to help prevent the patient's condition from getting worse before the rescue vessels approach and provide first aid.
After a night of urgent journey, racing with the impact of the storm, on the morning of October 20, 2025, the SAR 631 ship approached the fishing boat QNa 91892TS, the rescue team was sent to the fishing boat with the team of doctors from the Da Nang 115 Emergency Center to rescue the victim and transfer it to the SAR 631 ship to bring him to shore. Researching the situation at the scene, the captain of the SAR 631 ship proposed to take the victim to the nearest location that is eligible for emergency care, Quy Nhon city.
At 20:3 on October 20, 2025, the SAR 631 ship brought the injured fishermen safely to Quy Nhon port, promptly handed them over to the local health agency for receipt, and continued to conduct emergency treatment.
