Voters in Quang Ngai province proposed: Currently, Dong Moc Resettlement Area, belonging to Lo Ban Residential Group, Duc Pho Ward, Quang Ngai province, is a residential area that has been invested in infrastructure and solid houses for people subject to relocation to carry out site clearance for the North-South Expressway Project.
However, the resettlement area coincides with the route planning of the North-South High-Speed Railway Project.
Therefore, voters propose that the Government consider adjusting the route of the North-South High-Speed Railway Project to avoid the Dong Moc Resettlement Area; or have specific mechanisms and policies to support households living in the resettlement area who are subject to resettlement for the second time to feel secure and stabilize their lives.
After studying, the Ministry of Construction would like to answer as follows:
The North-South high-speed railway project was approved for investment policy by the National Assembly in Resolution No. 172/2024/QH15 dated November 30, 2024, and the Government issued Resolution No. 106/NQ-CP dated April 23, 2025 to implement Resolution No. 172/2024/QH15 of the National Assembly.
In the past time, to accelerate the progress of the Project, the Ministry of Construction has directed the Railway Project Management Board (now transferred to Thang Long Project Management Board as the Investor) to work with localities and Vietnam Electricity Group to coordinate in compensation, support, and resettlement.
In parallel with the process of working with localities, the Railway Project Management Board has simultaneously carried out consulting work for bidding packages such as project management consulting; bomb and mine clearance; environmental impact assessment...
In Resolution No. 265/2025/QH15 dated December 11, 2025, the National Assembly supplemented the policy "Allowing the separation of the content of compensation, support, and resettlement of the North-South high-speed railway project into independent projects, with capital allocated from the central budget and local budgets.
Localities, relevant agency subjects, competent authorities, organizations preparing and deciding on investment, implementing compensation, support, and resettlement projects in the area and the investment in items related to this content do not have to prepare investment policies. Based on the actual situation, it is assigned to the Government to provide detailed guidance on this regulation.
Currently, Thang Long Project Management Board is carrying out procedures to select consultants to prepare a project feasibility study report.
Accepting voters' opinions, after selecting consultants, the Ministry of Construction will request the Investor to direct consultants in the process of surveying and preparing feasibility study reports to carefully study the terrain and geological features where the project passes through to ensure the optimal route direction, minimize the impact on people's lives, historical and spiritual relics... as well as meet regional traffic connection with the railway line for synchronous exploitation, maximizing project investment efficiency and contributing to local socio-economic development after the railway line is put into operation.
