The overpass project at the intersection with Provincial Road 70, Thanh Tri District, Hanoi City has not been able to be constructed for many years due to not yet completed site clearance. Meanwhile, Pham Tu Street is about 2.5km long, completed and put into use since 2020, causing this area to be frequently congested.
According to the reporter of Lao Dong Newspaper, for many years now, the intersection of Pham Tu - Provincial Road 70 (through K Hospital, Tan Trieu facility, the border between Ha Dong district and Thanh Tri district, Hanoi) has been congested, especially during rush hours.

Mr. Nguyen Tien Dung (residing in Trieu Khuc, Tan Trieu) said that this area was sometimes congested due to the large number of vehicles participating in traffic, with many large trucks circulating.
"People hope that the authorities will speed up the construction progress of the overpass project at the intersection of Pham Tu - Provincial Road 70 to reduce traffic congestion and avoid waste," Mr. Dung shared.
Many problems in site clearance
According to the investigation, the project to clear the intersection between route 1 belongs to the Investment Project, construction of a traffic road surrounding the Chu Van An memorial site and Road 70. The total area of recovered land is 50,910.1 m2. Of which, the residential land area of households and individuals is 8,401.5 m2.
To implement the project, the Thanh Tri District Land Fund Development Center and the People's Committee of Tan Trieu commune held a meeting with the people. However, site clearance is still facing many difficulties, especially for residential land.
Statistics show that the project has about 88 households and individuals eligible to be considered for land allocation for resettlement at lots TT1, TT5 and TT6 in the Thanh Liet commune relocation area (Thanh Tri district). However, some households have not agreed because they think that the infrastructure and living environment conditions in the resettlement area are not as good as the old place.
In addition, according to Decision No. 61/2024/QD-UBND dated September 27, 2024 of the Hanoi People's Committee, the minimum area for land division in communes will be increased to 80m2, compared to the old regulation of 30m2. Therefore, the demand for resettlement land for the project has also increased compared to the area initially allocated. Some cases of buying and selling land but not being able to provide original documents, causing difficulties in verifying ownership rights.
Need to resolutely remove obstacles
A representative of Tan Trieu Commune People's Committee said that the project has about 30 households and individuals using land originating from agricultural land that has been transferred many times. This area is located at Xa La intersection, on Phan Trong Tue street, in Yen Xa village. This area is also related to the Inspection Conclusion of the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) on the Yen Xa Village Land Use Rights Auction Project - a project implemented by the Thanh Tri District Construction Investment Project Management Board to clear the land since around 2005.

However, up to now, Tan Trieu Commune People's Committee no longer has archives, so the District Land Fund Development Center has issued a document requesting the District Construction Investment Project Management Board to coordinate in providing relevant documents.
Currently, the People's Committee of the commune has completed the review and sent it to the District Land Fund Development Center for appraisal, so that this unit can advise the People's Committee of Thanh Tri district to issue a decision to reclaim land for related households and individuals.
According to Notice No. 588/TB-VP of the Office of the Hanoi People's Committee, in the conclusion of the Chairman of the Hanoi People's Committee - Mr. Tran Sy Thanh requested Thanh Tri district to speed up the site clearance progress, especially at the intersection of Pham Tu - Provincial Road 70, with a deadline of no later than June 2025.
However, up to now, the project is still "inactive". If the locality is not more determined in site clearance for the overpass project at the intersection of Pham Tu - Provincial Road 70, the completion plan of the Hanoi People's Committee will face many difficulties.
