The project to upgrade and expand Tran Phu Street Phase 1 (in Ninh Kieu District, Can Tho City) is over 1km long, with a total investment of over VND 122.4 billion, starting in October 2021, expected to be completed in October 2022. However, the project has not been completed yet.

According to the reporter's records, the entire Tran Phu route is currently with 3 lanes, spacious and clean, but it is still not synchronous. At the location from Hung Vuong roundabout to Tran Phu Street, there is a section of road with an old, low, narrow roadbed, with a clear difference compared to the new roadbed.

As a household whose house is affected by the project, Ms. Nguyen Thi Ngoc Dao (Ninh Kieu district) said that her family used to do business and rent, but in recent years, it has not been able to do business and rent, leading to a loss of income.
"The roadbed at this section is rough, narrow and has many potholes, causing inconvenience to people's travel, especially during rush hour. Garbage trucks traveling to the garbage collection point are also difficult. On days of heavy rain or high tides, high water flooded into the house, Ms. Dao shared.

Speaking with Lao Dong on March 17, Mr. Nguyen Hoang Giang - Director of Tri Viet Construction Investment Joint Stock Company (construction unit) - said that for the project to Upgrade and Expand Tran Phu Street Phase 1, the unit has completed over 80% of the project volume. However, there are still 175m of site that have not been handed over, from Nguyen Trai Street to the commercial center.
"We have completed the road on the other side for more than 2 years but have not been able to hand over the project, because we have to wait for the site for this section to construct. If there is a site, in favorable weather conditions, the unit plans to complete the construction within more than 2 months," said Mr. Giang.

The fact that the site has not been handed over has generally affected the project progress. Therefore, the construction unit also hopes that the locality and the investor will pay attention to site clearance to carry out the construction of the remaining road section, complete the project, and facilitate people to participate in traffic and business and trading.
According to the leader of Ninh Kieu District People's Committee, the project has been suspended for quite a long time due to land clearance problems. The district has conducted statistics to analyze each case in order to find a solution. However, there are still cases with land areas over 15m2, not eligible for resettlement according to regulations, but also not eligible for a construction permit.
At the inspection of basic construction work in Ninh Kieu district on March 14, Mr. Nguyen Tien Phong - Secretary of Ninh Kieu District Party Committee - requested the District Project Management and Land Fund Development Board to coordinate with departments, professional offices and wards to speed up the progress of compensation, support and resettlement for affected cases; at the same time, recommended that the city adjust the planning for the Tran Phu Road Upgrade and Expansion Project Phase 1 to suit the actual local situation.
