Scattered problems along the route
On November 28, the coastal road project of Quang Tri province is in the peak construction period but many sections are still interrupted due to the site not being handed over synchronously.
According to a survey and records of Lao Dong Newspaper, at some locations on the route, there are still long-standing bottlenecks, causing difficulties for contractors in organizing continuous construction teams.
There is still an area of the coastal road through Dong Hoi ward that is hundreds of meters long that has not been handed over. This is the land belonging to the aquaculture farm, within the area that must be reclaimed to serve the construction of the route.
From the end of Vo Nguyen Giap Street to this area, contractors have spread a layer of stone base on the clean land. In the middle are muddy roads, making it difficult for vehicles to move.
According to the investigation of Lao Dong Newspaper, the problems of site clearance are not only concentrated in one area but spread across many communes and wards. Many cases are related to compensation price recommendations, assets on land, religious land, forest land managed by communes or resettlement land that have not been completed.

In Hoa Trach commune, there are still some households that have not agreed to the compensation plan because they think the price is low. Some locations in Dong Trach commune are facing difficulties due to the localized resettlement planning, leading to the inability to arrange new residential land for households to hand over the land.
Meanwhile, in Dong Hoi ward, the area related to an aquaculture farm of a business has not yet completed the compensation documents. The sections are not affected much in length but are scattered.
Speaking to Lao Dong Newspaper reporters on November 28, a representative of the Quang Tri Department of Construction said that the project has reached over 94% of the site handover volume, but the remaining part, although small, is located in important locations, directly affecting the construction organization.
Currently, some sections are still stuck, but are scattered, so machinery cannot make the route straight. The contractor was forced to construct in a "jump- up" manner.
Disbursement is high but the progress of the site is not uniform
A representative of the Department of Construction informed that localities are being required to speed up the handling of each group of problems according to each type of land and each household. Some cases have organized mobilization but have not yet agreed on compensation prices or support plans.
Some households have proposed compensation for the entire three-story house; some households have requested to change the land behind the house; some locations on forest land or public land managed by the commune must be re-determined. The province is requiring communes and wards to completely handle and hand over the entire site to keep up with the progress.
The capital allocated for the project is being disbursed at a high level, reaching nearly 80% of accumulated. However, favorable disbursement does not mean the corresponding progress on site, because contractors can only construct in sections with cleared land.
The Project Management Board proposed that the province continue to direct localities to complete all site clearance work, avoiding the project from continuing to extend to the following year, especially at points with disputes or related to forest land.
