An Nghia commune (Lac Son district) is located in the southeast of the district, about 10km from the district center, with an area of over 2,900 hectares with 1,194 households and nearly 9,400 people. The population is mainly ethnic minorities, of which the Muong ethnic group accounts for about 95%. This is an area with many difficulties, with uneven education levels, especially a part of the people are aware of limited legal knowledge.
According to Mr. Bui Van Luan, Vice Chairman of An Nghia Commune People's Committee, because people's lives mainly depend on agricultural production, many people often go to work far away. Therefore, divorce and family conflicts tend to increase. From that reality, the People's Committee of the commune identified the work of propagating, disseminating and educating the law (TPBGDPL) as an important task, associated with the implementation of the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas. The commune pays special attention to disseminating legal contents that are close to life and practical such as: Law on Marriage and Family, Law on Prevention of Domestic Violence, Law on Gender Equality, Law on Marriage and Family, Law on Land, Law on Road Traffic, Law on Military Service...
As in 2024, the People's Committee of An Nghia commune issued 10 documents directing and guiding the implementation of GDPB work. During the year, the commune organized 24 law dissemination and dissemination events, in which it coordinated with many agencies and organizations to organize extensive propaganda in the halls of the Commune People's Committee and neighborhoods. Some propaganda sessions are associated with online public service activities, supporting people to submit electronic documents. In addition, the commune coordinated to organize 03 legal dissemination sessions in schools, attracting more than 1,700 students to participate.

Propaganda work has also been deployed directly to the grassroots. During the year, the commune organized 18 propaganda sessions in 18 hamlets with many practical contents such as: prevention and control of violence, child abuse, road traffic laws, fire prevention and fighting, electronic identification instructions, digital transformation, etc.
According to Mr. Luan, An Nghia commune currently has 5 law propagandists and 20 mediators at the grassroots level, operating in 18 mediation groups in the hamlets. Thanks to professional training and fostering, this force has promoted its role in propaganda work, contributing to raising people's awareness of the law. In recent years, the teams have successfully mediated many cases, mainly related to conflicts in daily life.
Ms. Bui Thi Hoa, a resident of Che hamlet, shared: Before, I thought the law was a distant matter, not related to me. But in recent years, with regular propaganda from the Women's Union and other sectors, I have found that understanding the law is very necessary in life. I especially like the form of dramatization, concise and easy-to-understand illustrative skits. Thanks to that, I know how to protect myself and raise my children better, especially in traffic safety and prevention of violence".
The changes in legal awareness of people like Ms. Hoa are clear evidence of the effectiveness of propaganda work at the grassroots level. To continue to spread this, from now until the end of the year, An Nghia commune will focus on implementing legal propaganda projects assigned by the province and district, focusing on improving the quality of the propaganda team, promoting the role of the media system and legal bookcase. The goal is to bring legal knowledge to each household and hamlet, becoming a solid foundation for a community of civilized people, united and sustainably developed.
