School bus accident - need to clarify the cause

Currently, using cars to transport students to school is quite common. However, the recent accident in Gia Lai has worried parents.

At around 6:30 a.m. on April 22, at Km 200 + 700m of National Highway 19, Thanh Binh village, Binh Giao commune, H. Chu Prong, driver Phan Dinh D. was driving a car traveling from H.Duc Co to Pleiku city, carrying 24 students from Nguyen Dinh Chieu Secondary School and Tran Phu High School, H. Chu Prong. When arriving at the above location, the motorbike overturned, injuring many students.

Authorities determined driver Phan Dinh D., with a D -class license, and the expiry date until July 11, 2029. Cars carrying students BS 81F-001. According to current regulations, school vehicles have a number of separate regulations to ensure safety when traveling: School vehicles must be issued a unified dark yellow color covering the outside of the vehicle. The front and sides of the vehicle above the windows must have signs identifying it as a school bus.

For school vehicles with seats arranged from the second row onwards and equipped with a two-point safety belt. School vehicles must have a fence in the front and rear to have a safety structure when colliding; do not install a luggage rack above, but arrange a luggage compartment at the side of the vehicle so that the height of the luggage compartment from the floor is less than 1m.

For the steps up and down of a school bus, the handlebars must be installed at the passenger door and must not be slightly lifted or the edge on the handlebars can cause injuries to students.

In addition, the escape route must be opened from the inside or outside and must have a lock to accommodate evacuation or rescue outside the vehicle in emergency situations.

In particular, school vehicles must be arranged to install at least one first aid kit clearly marked with international symbols and an emergency warning switch in special cases. School vehicles must be equipped with fire extinguishers to prevent fires.

School vehicles must be equipped with equipment with a speed limit of no more than 80km/h, for buses of BEV, HEV, PHEV, FCEV vehicles using electric driving engines, the capacity must not be less than 9.0 kW/t.

School vehicles must have an alarm system, emergency sound or contact the driver or student manager directly to warn when a student is left behind in the vehicle, for no more than 15 minutes.

Clarifying the cause of the school bus overturn in Gia Lai is also to find loopholes in regulations so that every trip to school for students is a safe journey.
