According to the Trung Gia Commune Civil Defense Command, due to the impact of storm No. 11, the Cau River flooded the dike, causing the whole commune to have 4,041 households with more than 16,000 people deeply flooded. Of which, 862 households (3,434 people) have been moved to safe places; about 125 households (512 people) are still in high-risk areas and need to continue evacuation. As of October 9, about 11,000 people in flooded areas have been supported to evacuate to safety.
On the same afternoon, although the floodwaters had receded, many sections of National Highway 3 (in Trung Gia commune, Hanoi) were still cut off, with some places flooded up to 1.5m deep, making it impossible for vehicles, including large trucks, to move.

Previously, to respond to floods, the Ministry of Public Security, Hanoi City Police and the commune police force mobilized hundreds of officers and soldiers to be on duty 24/7 in affected areas, supporting people to evacuate and transport necessities.
Colonel Nguyen Tien Dat - Deputy Director of Hanoi City Police - said that the Ministry of Public Security has increased many specialized equipment, including drones to supply necessities and check isolated areas; 3 specialized vehicles wade through water to support people moving through deeply flooded areas.
According to the leader of Hanoi City Police, by the end of October 9, the Party Committee, government and police and military forces had supported the evacuation of about 11,000 people surrounded by floodwaters in Trung Gia and Da Phuc communes.
