On July 14, the Government Office announced that it had issued Document No. 6467/VPCP-QHDP conveying the opinion of Deputy Prime Minister Le Thanh Long on implementing the conclusion of General Secretary To Lam at the meeting with the Standing Committee of the Ben Tre Provincial Party Committee, the Standing Committee of the Vinh Long Provincial Party Committee and the Standing Committee of the Tra Vinh Provincial Party Committee.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries and agencies to study and handle the proposal: Early approval of the adjustment of the Ben Tre Water Management Project (JICA3); direct the investor to promptly complete related procedures to organize bidding in 2025, to be completed in 2028.
Support the allocation of central budget capital in the medium-term public investment plan for the period 2026-2030 to complete the investment in the two sluices of Vam Thom and Vam Nuoc Trong (about 1,500 billion VND), in order to complete the prevention of salinity and freshwater storage.
The Ministry of Finance shall preside over and coordinate with the Ministry of Construction to study and handle the following recommendations:
Consider and balance investment support capital of about VND 19,680 billion to invest in essential transport works in the period of 2026-2030 from the central budget, specifically as follows:
- Projects on National Highway 57 (total investment of about VND 2,200 billion).
- Projects on National Highway 57B include: Upgrading and expanding National Highway 57B (from National Highway.57, Cho Lach to the intersection of DT.DK.08 (including the construction of a new Tan Phu bridge and the construction of An Hoa 2 bridge), with a total investment of about VND6,600 billion); Upgrading National Highway 57B (from the intersection of DT.DK.08, Binh Dai to the end of the route, with a total investment of about VND2,080 billion).
- Projects on National Highway 60 include: Expanding Ham Luong Bridge (with a total investment of about VND 2,800 billion); Upgrading sections 2, 3, 4 of the investment project to upgrade, expand and build 4 sections of National Highway 60 connecting Rach Mieu Bridge to Co Chien Bridge, Ben Tre under the form of BOT contract (with a total investment of about VND 1,600 billion).
- Projects on National Highway 57C: Upgrading National Highway 57C (from the border of National Highway 57B, Chau Thanh to Tan Thanh and Ben Tre roundabouts, with a total investment of about VND870 billion); Upgrading National Highway 57C (from My Hoa bridge to the end of the route, with a total investment of about VND2,200 billion).
Support investment capital from the central budget to build projects on National Highway 60 so that when bringing Rach Mieu 2 Bridge into operation, it will be used to avoid traffic congestion such as:
Ham Luong 3 bridge project (total estimated investment is about 2,800 billion VND); Upgrading sections 2, 3, 4 of the investment project to upgrade, expand and build 4 sections of National Highway 60 connecting Rach Mieu Bridge to Co Chien Bridge under the form of BOT contract (total estimated investment is about 1,600 billion VND).
Regarding investment in the expressway section in Ben Tre, connecting Tra Vinh and Tien Giang in the 2026 - 2030 period, the Deputy Prime Minister requested the People's Committee of Vinh Long province to mobilize local resources and resources from the private sector (under the public-private partnership method).
The Ministry of Construction closely coordinates with the Province during the implementation process, reporting to the Prime Minister for approval of investment earlier than the Road Network Planning for the period 2021-2025, with a vision to 2050.
The Deputy Prime Minister requested to promptly handle recommendations and proposals, report to the Prime Minister on the results of handling or contents beyond authority (if any); respectfully send them to the Central Party Office to report to the General Secretary before July 30.
