On May 5, the People's Committee of Dong Nai province issued a decision to sanction administrative violations in the environmental field against Dong Nai Roofing - Construction Materials Joint Stock Company with its head office at Road No. 4, Bien Hoa 1 Industrial Park, An Binh Ward, Bien Hoa City for committing administrative violations with 2 acts.
Action 1: Implementing incorrectly one of the contents of the decision approving the results of evaluation of environmental impact assessment reports under the approval competence of the provincial People's Committee as prescribed. Dong Nai Building Materials - Construction Materials Joint Stock Company has collected rainwater into the wastewater collection route, then reused into the production process (wastewater exceeding the prescribed regulations for pH parameters) but not reported and approved by the authorities is not in accordance with the approved content;
Behavior 2: no environmental license as prescribed for establishments subject to an environmental license under the licensing authority of the Provincial People's Committee.
Therefore, the People's Committee of Dong Nai province issued a decision to sanction administrative violations in the environmental field against Dong Nai Roofing - Construction Materials Joint Stock Company. The main form of the penalty is a fine with a total fine of 375 million VND (act 1 is 65 million VND, act 2 is 310 million VND).
The additional penalty for act 2 is to suspend the operation of the waste generating source without an environmental license from the facility according to regulations;
The remedial measure is to force the relocation of the facility to a location in accordance with the planning, environmental zoning, and environmental load-bearing capacity approved by competent authorities according to regulations.
The implementation time is before December 1, 2025 according to the roadmap in Decision No. 324/QD-UBND dated February 5, 2024 of the Chairman of the Provincial People's Committee on approving the project to convert Bien Hoa Industrial Park 1 into Urban - Commercial - Service Area and improve the environment.
