As reported by Lao Dong Newspaper, Hanoi Industrial Textile Joint Stock Company (headquartered at 91-93 Linh Nam, Mai Dong Ward, Hoang Mai District, Hanoi) specializes in the production of rubber felt and non-woven technical fabric for traffic and construction works. The company has a production scale of 6,000 tons of tire branch fabric/year and 4,800 tons of non-woven technical technical fabric/year. During the production process, the company has emitted smoke and waste, causing environmental pollution and affecting people's health.
Regarding this issue, Chairman of the Hanoi People's Committee - Mr. Tran Sy Thanh - has directed the Hanoi Department of Agriculture and Environment to inspect, verify, clarify the information reflected and advise the city leaders on the handling direction.
According to Mr. Nguyen Trong Nhat - Head of Environmental Management Department (Hanoi Department of Agriculture and Environment) - through on-site inspection, Hanoi Textile and Industrial Joint Stock Company has two biomass gassion furnaces (one operating furnace, one reserve furnace) with a burning capacity of 7 tons of biomass/day. These fans treat dust by putting gas and dust into the device, based on the principle of centrifying to separate dust from the gas mixture, then the exhaust is released into the environment through a chimney about 30m high. The inspection team quickly measured the parameters SO2, NOx and CO in the chimney of the biomass gasolinesion furnace, the results showed that all reached the permitted limit according to environmental standards.
However, in the fabric heating drying room, the inspection team discovered smoke and emissions with an unpleasant smell coming out through rusty pipes and windows. In addition, the tire fabric production line uses glue and the artificial rubber soaking stage but there are no measures to recover emissions from the production process. Therefore, the reflection of residents of Mai Dong ward is well-founded.
According to a representative of Hanoi Industrial Textile and Garment Joint Stock Company, the main cause of the unpleasant smell is due to broken fan covers, causing emissions to escape. After the incident, the company immediately took measures to minimize negative impacts on the environment and the lives of surrounding residents. In addition, to avoid more emissions into the environment, the company has a plan to move the factory to Pho Noi A Industrial Park, Van Lam district, Hung Yen province.
It is expected that from April to August 2025, the company will gradually reduce production of tire linen and non-woven technical technical fabric at 93 Linh Nam to relocate the production line.
Accordingly, the inspection team of the Hanoi Department of Agriculture and Environment requested Hanoi Industrial Textile Joint Stock Company to have a plan and technical measures to thoroughly handle emissions and odors arising from the production process in the fabric heating drying room of the fabric finishing workshop. At the same time, the company needs to take measures to recover emissions from the production process into the treatment system immediately after the inspection.
In particular, the company must implement a roadmap to reduce production output at the fabric factory from April and stop this factory in August as committed. The company must also report detailed results of measures to reduce emissions and odors to the People's Committee of Hoang Mai District and the Hanoi Department of Agriculture and Environment before March 17.
In addition, the inspection team will advise the Department to report to the Hanoi People's Committee, assign the Hoang Mai District People's Committee to preside over and closely monitor the implementation of pollution treatment measures and the roadmap to reduce production output at the fabric completion workshop as committed by Hanoi Industrial Textile Joint Stock Company. By August 30, the company must complete the relocation and report to the Hanoi People's Committee.
