The People's Committee of Thanh Hoa province has just issued a document related to the pig farm of Agri-Vina Agricultural Investment Joint Stock Company in Lang Chanh district, allowing the Company to put pigs into trial farming at about 50% of the designed capacity.
Previously, the People's Committee of Thanh Hoa province received Official Letter No. 2001/2025/MT-AGRI-VINA dated January 20, 2025 from Agri-Vina Agricultural Investment Joint Stock Company on the report proposing a plan to overcome environmental problems of the High-tech pig farm project combined with forest planting in Tan Phuc commune, Lang Chanh district. The document stated that advanced remedial measures have been used to handle environmental pollution, especially odor.
Based on the report and proposal of the Department of Agriculture and Environment, Mr. Do Minh Tuan - Chairman of the People's Committee of Thanh Hoa province allowed the pig farm of Agri-Vina Agricultural Investment Joint Stock Company in Tan Phuc commune, Lang Chanh district to put pigs into trial farming from March 15, 2025 with a quantity of about 50% of the designed capacity.
During the experimental farming process, Agri-Vina Agricultural Investment Joint Stock Company is required to coordinate with competent units to take samples to analyze and evaluate air quality and treatment efficiency of waste and odor treatment plants. In case there are unusual signs of emissions, odor from barns causing pollution, affecting the surrounding residential area, it must be promptly remedied and responsible before the provisions of law. After the end of the trial farming period (about 3 months), the Company is required to have a written report to the Chairman of the Provincial People's Committee on the implementation results.
Based on the implementation results report of Agri-Vina Agricultural Investment Joint Stock Company, fully assess the effectiveness of the farm's environmental treatment works, give specific advice and recommendations to the Chairman of the Provincial People's Committee for consideration and permission for the Company to raise pigs again at the designed capacity (if conditions are met).
As reported by Lao Dong Newspaper, in 2024, people in Tam Van, Tan Phuc communes and Lang Chanh town (Lang Chanh district, Thanh Hoa province) were very upset about the pig farm of Agri-Vina Agricultural Investment Joint Stock Company (built in Tan Phuc commune) emitting a foul smell, making people miserable. Although people have repeatedly petitioned and the authorities have also intervened, the pollution situation has not improved.
After the press took action, on the afternoon of July 2, 2024, Mr. Le Duc Giang - Vice Chairman of Thanh Hoa Provincial People's Committee and related departments and branches directly went to the pig farm area of Agri-Vina Agricultural Investment Joint Stock Company to see the reality, grasp the situation, work with local authorities, listen to the people's thoughts and aspirations to come and handle them.
At the end of the working session, Mr. Le Duc Giang requested to suspend the operation of the stinking pig farm from July 30, clarifying the cause of the problem, when the new conditions for granting the license will be guaranteed.
Responding to voters about this pollution incident, Mr. Do Minh Tuan - Chairman of Thanh Hoa Provincial People's Committee said that the primary responsibility for the incident is the investor. Because when implementing the project, the investor committed not to affect the environment. Mr. Tuan also admitted that the environmental pollution incident at the pig farm was partly due to the provincial Party Committee and the advisory agency not being able to closely and strictly manage it.
Mr. Do Minh Tuan also requested that "the breeding must be temporarily suspended when there is no more pollution, and not be terminated forever".
