Investing more than 2,000 billion VND to upgrade the Southeast transportation network
The investment project to build the road from Provincial Road 354 (Tien Lang) to National Highway 10 (Vinh Bao) was decided on investment policy by the Hai Phong City People's Council in Resolution No. 62/NQ-HDND dated October 19, 2022. The project's objective is to create a new road from National Highway 10 to the city center and in the future connect National Highway 37; connect from National Highway 10 and Provincial Road 354 with industrial parks in Tien Lang district (old), especially Tien Thanh industrial park.
This transportation project is expected to contribute to completing the transportation infrastructure system in Tien Lang, Vinh Bao areas and the transportation network in the Southeast of Hai Phong connecting with the coastal area of Thai Binh (Hung Yen province).

The scale of the investment project is to build the road starting point at the intersection of provincial road 354 at Km10+400 Tien Lang commune, the ending point at the intersection of National Highway 10 at Km48+878 Vinh Thuan commune with a length of about 8.1 km. The project to build the new Tien Thanh bridge on the permanent structure route across the Thai Binh River is designed with concrete and reinforced concrete, prestressed. The total length of the bridge is about 446.5 m, 22.5m wide, ensuring 3 lanes/route.
Along with that, the project invests in building a resettlement area in Vinh Thuan commune; intersections at the beginning and end of the route, bridges through the Trung Thuy Nong canal and works on the route. The total investment of the project (after adjustment) is more than 2,042,509 million VND.
Overtime, holidays, Tet to ensure progress
In the late afternoon of 2025, according to Lao Dong reporters' records, in the Cau Ca area, the working atmosphere was urgent. According to representatives of the Hai Phong Urban and Rural Construction Investment Project Management Board, to date, for the construction package of the connecting road from DT354 to Tien Thanh bridge, the contractor consortium has completed the construction of CDM piles, completed the work of filling sand, soil and crushing crushed stone, and completed box culverts. Trung Thuy Nong bridge has completed the construction of drilled piles and girders, and completed the bridge surface. The estimated volume is nearly 60%.
With the package for the construction of Tien Thanh bridge and the road connecting to National Highway 10, the contractor has basically completed the construction of Tien Thanh bridge, is completing the lighting system and preparing to pave the bridge surface. The road connecting to National Highway 10 has basically completed the construction of the roadbed and drainage; is constructing layers of crushed crushed stone. The resettlement area serving the project is being constructed with shields, leveling, technical infrastructure... The estimated volume is nearly 90% of the contract value.

Representatives of the Hai Phong Urban and Rural Construction Investment Project Management Board said that contractors focus manpower, materials, and machinery to ensure project progress. On the construction site, there are currently more than 30 fixed machinery and equipment, dozens of workers performing 3 shifts/day and regularly overtime, not skipping weekends, working throughout the New Year holiday. Workers are fully equipped with protective gear when participating in construction. Policies on overtime, hazardous allowances, and periodic health checks are strictly observed according to regulations.
The Project Management Board also said that the project has been approved for adjusted investment policy by the city in Decision No. 4195/QD-UBND dated October 21, 2025. Accordingly, the Project Management Board has selected consulting units to prepare adjusted projects, prepare environmental impact assessment reports as well as consult to prepare cadastral maps to serve site clearance for the adjusted project. It is expected that the unit will submit for appraisal and approval of the adjusted project and deploy compensation for site clearance for the expansion in January 2026. Regarding construction, contractors are continuing to focus manpower and resources to complete project items, striving to bring the project to completion ahead of schedule.
