The Department of Agriculture and Environment of Quang Tri requires localities and units to inspect and review irrigation works, proactively responding to heavy rain caused by storm No. 12.

On October 21, the Department of Agriculture and Environment of Quang Tri issued a document to the People's Committees of communes, wards, special zones and related units on ensuring the safety of irrigation works, preventing flooding and inundation due to the impact of heavy rain from the circulation of storm No. 12 combined with cold air.

According to the Department of Agriculture and Environment, from October 16 to 20, the province had heavy to very heavy rain, concentrated in the Southwest region. Some places recorded heavy rainfall such as La To hydropower dam (Tra Put commune) 201mm, Huc (Khe Sanh) 130mm, Ba Nang (Dakrong) 130mm, causing flooding, isolating many areas, and posing a potential risk of landslides.

It is forecasted that in the next 48 hours, Quang Tri will continue to be affected by heavy rain, with common rainfall of 40-70mm, some places over 100mm. From October 23 to 26, due to the impact of the strengthening cold air combined with the circulation of storm No. 12 and high-altitude easterly wind disturbances, the province is likely to experience widespread heavy rain, with common rainfall of 200-400mm, locally over 500mm.

In this situation, the Department requires localities and units to closely monitor the development of floods; review, inspect and evaluate all irrigation works, especially works under construction such as Vuc Tron Lake, Da Lam Lake, Trooc Vuc Lake... to take measures to reinforce and relocate human resources and equipment from dangerous areas.

vulnerable and damaged reservoirs such as Khe Su, Khe Cai, Trung Thuan, Truc Kinh, Ai Tu, Khe May need to be regularly inspected and updated with appropriate response plans. Reservoir operators must comply with approved procedures, not discharge unusual floodwaters, and ensure safety in downstream areas.

The Department of Agriculture and Environment also requires organizing a 24/7 duty during the flood season, arranging materials, vehicles, and human resources at projects at risk of incidents, implementing the "four on-site" motto and regularly reporting to the Department of Irrigation and Natural Disaster Prevention for timely synthesis and handling.

On the same day, the Quang Tri Border Guard directed coastal stations to deploy measures to support fishermen in responding to storm No. 12, calling for and arranging boats to safe shelters.

Units regularly update weather conditions, notify ship owners and captains not to enter dangerous areas, maintain communication, count and count vehicles operating at sea.

As of 4:00 p.m. on October 21, the whole province still has 48 vehicles with 203 workers operating at sea, some of which are moving to shore, the rest are not in the danger zone.
