Decree 168/2024/ND-CP detailing administrative sanctions in the field of road traffic (Decree 168). The Decree takes effect from January 1, 2025.
One of the notable highlights of this Decree is that the fine for running a red light will increase sharply. Accordingly, drivers of cars or similar vehicles who do not comply with traffic light signals will be fined from 18-20 million VND (previously the fine was from 4-6 million VND).
Motorcyclists who violate the law will be fined from 4-6 million VND (old regulations fined from 800,000 VND - 1 million VND).
Not only the red light violation, there is another traffic violation that has increased even more. That is the error of motorcyclists using horns and revving engines continuously in densely populated areas and medical facilities.
Clause 9, Article 7 of Decree 168 stipulates a fine of VND 8 million to VND 10 million for motorcyclists who commit one of the following violations:
Driving the vehicle in a zigzag or swerving manner on the road; using the kickstand or other objects to scrape the road while the vehicle is running.
Driving in groups of 2 or more vehicles at a speed exceeding the prescribed speed limit.
Causing a traffic accident by not stopping the vehicle immediately, not preserving the scene, not assisting the victim, not staying at the scene or not immediately reporting to the nearest police station or people's committee.
Driving a vehicle on the road with a blood or breath alcohol concentration exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/1 liter of breath.
Failure to comply with the request for alcohol testing by an officer on duty.
Driving on the road while having drugs or other stimulants in the body that are prohibited by law.
Failure to comply with the request of a person on official duty to test for drugs or other stimulants prohibited by law.
Sit in the back and put your arms around the person in front to control the vehicle, except when carrying a child under 6 years old sitting in the front.
Driving in groups that obstruct traffic, except in cases where permission is granted by a competent authority.
Using horns and revving engines continuously in densely populated areas or medical facilities, except for priority vehicles on duty as prescribed.
Thus, from January 1, 2025, the violation of honking and revving the engine of a motorbike continuously will be fined from 8 million to 10 million VND instead of the previous level of 400,000 to 600,000 VND in Decree 100.
