The Ministry of Agriculture and Environment is consulting with ministries and branches on motorbike emission regulations. Commenting on this issue, the Ministry of Construction proposed to adjust as follows: regarding the scope of regulation of this regulation, it stipulates the limit value of emission parameters, inspection content, methods and requirements for management in the emission inspection of motorbikes and mopeds participating in road traffic (hereinafter referred to as "vehicles") installed with thermal engines.
Responding to this issue, the Department of Environment (Ministry of Agriculture and Environment) said it had partly accepted the opinion. The drafting team re-edited as follows: This Regulation stipulates the limit value of emission parameters for motorbikes and mopeds in circulation in Vietnam, including carbon Monoxide (CO), hydrocacbon (HC) in the emissions of motorbikes and mopeds in circulation in Vietnam (hereinafter referred to as motorbikes).
The Ministry of Construction also proposed the following adjustments:
1.1. Subjects of application.
1.1. This standard applies to organizations and individuals related to vehicle emission inspection activities. 1.1.2. This standard does not apply to vehicles under the management of the Ministry of National Defense and the Ministry of Public Security.
The Department of Environment said it accepted the opinions of a part. The drafting group revised as follows:
1.1. This Regulation applies to agencies, organizations and individuals who own motorbikes participating in traffic, organizations and individuals conducting inspections of emissions of motorbikes participating in traffic and related state management agencies.
1.1.2. This standard does not apply to specialized motorbikes under the management of the Ministry of National Defense and the Ministry of Public Security.
The Ministry of Construction also proposed the following adjustments:
1.3. Explaining the terms in this regulation, the terms below are understood as follows:
1.3.1. CO concentration (%): The carbon oxide content in engine emissions is calculated as a percentage of volume.
1.3.2. HC concentration (ppm): N-haxane content (C6H14) is expressed in units per million
The Department of Environment said it has added a term explanation (ppm volume).
The Ministry of Construction proposed to amend:
2. Technical regulations.
2.1. The emission limit of the emission limit is regulated as follows:

Responding to this issue, the Department of Environment said that the draft is only different from the proposed opinion in the HC parameters at level 3 and 4. The adjustment has been to 2,000 ppm.
The Ministry of Construction also proposed to amend:
Section 3 measurement method and Section 3.1.
Amend to:
2.2 Emission inspection method: Vehicle emission inspection method according to national technical regulations on technical safety inspection and environmental protection of motor vehicles of the Minister of Construction.
Section 3.1. Requirements for measuring devices in emission inspection (including items: 3.2.1; 3.22; 3.23; 3.24) are amended to:

2.3.1. Emission measuring devices for vehicles must meet the technical requirements specified in QCVN 103:2024/BGTVT.
2.3.2. Emission measuring devices must be inspected and certified according to the provisions of the law on measurement.
The Department of Environment said that the drafting team has agreed to stipulate requirements for equipment according to QCVN 103:2024/BGTVT - national technical regulations on technical facilities and locations of motor vehicle inspection facilities, emission inspection facilities for motorbikes and mopeds, legal regulations on measurement and current regulations.
The Ministry of Construction recommends amending:
Section 4. Management regulations (including sections 4.1; 4.2; 4.3; 4.4) are amended to:
3. Management regulations.
3.1. The vehicle's emission parameters must meet the technical requirements specified in this regulation.
3.2. Vehicle emission inspection must be conducted at a motor vehicle inspection facility; a motorbike and motorbike emission inspection facility that meets national technical standards QCVN 103:2024/BGTVT.
Section 5. The implementation organization (including sections 5.1 and 5.2) is amended to:
4. Organize implementation.
4.1. The Ministry of Construction shall preside over and the Ministry of Agriculture and Environment shall coordinate to direct relevant affiliated units to guide and organize the implementation of this Regulation.
4.2. In case the documents cited in this regulation are amended, supplemented or replaced, the new document shall apply.
Through the comments of the Ministry of Construction, the Department of Environment and the Ministry of Agriculture and Environment said that they have accepted these proposals.
