According to Circular 47/2024 of the Ministry of Transport (MOT), starting from 2025, there will be 9 cases of modified cars but no need to prepare a design file for the modification, the car owner only needs to submit an application for a certificate of motor vehicle modification to have the vehicle inspected by the inspection facility, combined with re-inspection of the vehicle.
Vehicle owners can submit their vehicle modification certification application directly to the inspection facility or via the postal system or online. If the requirements are met, the vehicle will be issued a modification certificate, a registration certificate and a new inspection stamp, consistent with the actual vehicle.
The dossier includes a written request for certification of renovation according to the prescribed form; photos taken at the workshop of the renovation facility; a record of inspection and evaluation of the factory of the renovated vehicle (original or electronic copy) of the vehicle renovation facility; a list of systems and assemblies of the renovated vehicle according to the prescribed form; documents on parameters and technical features of the vehicle before renovation and the renovated assemblies and systems; documents confirming the origin of the systems and assemblies of the vehicle used for renovation; an original copy of the vehicle's self-weight and self-weight distribution sheet on the axles of the vehicle after renovation performed by an organization that meets the regulations on measurement laws; a power of attorney from the vehicle owner according to the provisions of law in cases where the person carrying out the procedure for certification of the renovated vehicle is not the owner.
When submitting the vehicle for inspection and renovation, the vehicle owner or authorized person must also present vehicle registration documents (original vehicle registration certificate or certified copy or certified electronic copy of the original vehicle registration certificate or original vehicle registration certificate appointment paper).
9 types of vehicles include:
Pickup trucks (Pickup vehicles - are a hybrid design between SUVs and small trucks with 1 cabin and 1 rear cargo box) are installed or replaced, removing the cargo and luggage compartment covers that change the size of the cargo bed exceeding the allowable error according to national technical regulations on allowable error and rounding numbers but do not change the overall size of the vehicle such as installing a high/low/roll/sliding cargo cover.
The driving practice vehicle installs, replaces or removes an auxiliary brake pedal by connecting it to the main brake pedal via a mechanical actuator lever of the vehicle.
Vehicles that have had their fuel supply system removed using liquefied petroleum gas (LPG) or compressed natural gas (CNG) for their engines for motor vehicles that have been modified to install an additional fuel supply system (LPG, CNG) and return to using only the fuel supply system of the car before the fuel supply system was modified.
Vehicles may be fitted, replaced or removed with a passenger car roof rack in accordance with the manufacturer's instructions without changing the overall width of the vehicle.
The vehicle is installed, replaced or removed with the pump, oil tank and hydraulic piping system of the tractor to drive the cargo lifting system of the dump semi-trailer.
Vehicles are allowed to change the quantity, position, structure of the cargo loading and unloading doors of the cargo box or the material covering and lining the cargo box of cars, trailers, semi-trailers beyond the allowable error according to national technical regulations on allowable error and rounding the number but not changing the overall size of the vehicle (adding side doors to the truck cargo box...).
Vehicles that are equipped with additional or removed or replaced with cargo lifting equipment for the cargo bed of a car that has a safety inspection certificate from a competent authority.
Vehicles with installed, replaced or removed air vents on the roof of the tractor cab
Vehicles with changes in weight and cargo volume different from the vehicle registration certificate but with technical specifications and images consistent with the inspection certificate most recently issued before the effective date of Circular 47.
