Regarding this issue, Mr. Tran Quoc Hoan - Deputy Director of Inspection Center 29-03V - said that from January 1, 2025, Decree 166/2024 officially took effect, detailing the conditions for business of motor vehicle inspection services, organization and operation of inspection facilities, as well as the life span of motor vehicles. The Decree brings many notable changes, especially in the system of inspector ranks, professional qualifications, and human resource requirements at inspection facilities.
According to Decree 166/2024, inspectors will be divided into three ranks: Rank I corresponds to the previous senior motor vehicle inspector. Rank II corresponds to the current motor vehicle inspector. Rank III is a newly added rank, specializing in conducting emission inspections of motorbikes and scooters.
The new regulation also extends the evaluation period from grade II inspector to grade I inspector from 3 years to 5 years, and increases the requirements for professional experience for grade I inspectors.
Along with that, the decree amends the requirements for input professional qualifications in an expanded direction, aiming to create favorable conditions for inspection facilities in recruiting and arranging personnel.
Class I and II inspectors only need a bachelor's or engineer's degree in a technical field related to motor vehicles and specialized motorbikes.
Class III inspectors only need an intermediate degree in a technical field related to motor vehicles and specialized motorbikes.
In addition, professional staff at the inspection facility only need to graduate from high school or higher and receive work guidance from the Department of Inspection.
Along with that, Decree 166/2024 stipulates that the leader of the inspection facility must be a grade II inspector or higher (instead of having to be a grade I inspector or have at least 36 months of experience).
For inspection facilities, there must be at least 1 leader who is a grade II inspector or higher, at least 1 inspection department leader who is a grade I inspector, at least 2 inspectors from grade II or higher and professional staff who meet qualification standards.
For facilities that inspect emissions from motorbikes and scooters, the minimum requirement is only 1 inspector (grade III, II or I) and professional staff.
