Informing Lao Dong Newspaper on September 20, the Vietnam Road Administration said that the current traffic organization on the Phap Van - Cau Gie Expressway has changed as follows:
Each direction of traffic includes 03 lanes for 3.75 m wide motor vehicles and a 3 m wide emergency lane; trucks and passenger cars with more than 29 seats are prohibited (including sleeper passenger cars) operating in lane 1 (close to the median strip).
Do not turn around on the highway; do not allow vehicles to enter the emergency lane, this lane only serves vehicles that have to stop urgently.
Instructions for vehicles running on the expressway through the lane painting system and the expressway sign system.
The new speed regulations are as follows:
Lan 1.
Maximum speed: 100 km/h; Minimum speed: 80 km/h.
Prohibit all types of vehicles from circulating, including:
Common trucks, except for: single-twin pickup trucks, double-twin pickup trucks, VAN trucks.
Specialized trucks, except for money-carrying cars.
Specialized cars.
Tractor-trailer.
Tractor trailer.
Passenger car with over 29 seats.
Sleeper bus.
Lan 2
Maximum speed: 100 km/h; Minimum speed: 70 km/h.
Lan 3
Maximum speed: 100 km/h; Minimum speed: 60 km/h.
The Vietnam Road Administration stipulates the responsibilities of relevant agencies and organizations as follows:
Phap Van - Cau Gie BOT Joint Stock Company.
Organize the implementation of tasks, solutions, and contents stated in the adjustment and supplementation of the traffic organization plan approved in this Decision.
Review and compare approved traffic organization plans with: Scale, road width, lane number for vehicles, emergency lanes; road signaling systems, road traffic safety works arranged on main routes of highways, going to intersections with highways; road toll stations; smart traffic systems; works in the infrastructure of the Expressway and intersections, to carry out adjustments and additions to road signs and other construction items in accordance with the scale, function of the project and the approved Traffic Organization Plan.
In case it is necessary to adjust and supplement one or a number of contents in the Traffic Organization Plan during the exploitation process, report to the Vietnam Road Administration for consideration and resolution.
Decide on temporary measures to locally adjust one or a number of contents of traffic organization plans at some locations on the road for the following cases:
Construction works on the road under exploitation must comply with the provisions of Article 32 of the Road Law, other provisions of this Law and the Law on Road Traffic Order and Safety, Decree No. 165/2024/ND-CP, provisions of Circular No. 41/2024/TT-BGTVT and other relevant regulations.
Carry out maintenance work for construction items of the Expressway and Expressway intersections.
Other urgent cases to fix construction incidents, or necessary to prevent the risk of construction incidents, ensure traffic order and safety; follow the requirements of competent authorities to serve national defense and security tasks or the requirements of the Ministry of Construction, the Vietnam Road Administration, and the Traffic Police Agency on duty on the route.
Notify and send an approved traffic organization plan to the Traffic Police Agency on duty on the Expressway.
Organize the dissemination and propaganda of the approved Traffic Organization Plan so that other traffic participants, organizations and individuals are informed and comply with road traffic rules and traffic organization plans.
Closely coordinate with the Traffic Police Agency and unit on duty on the route, Road Management Area I, the Department of Construction and local authorities where the route passes through in implementing the work of ensuring traffic order and safety, the work of propagating laws on roads and laws on traffic order and safety.
Road Management Area I is responsible for:
Inspect and urge Phap Van - Cau Gie BOT Joint Stock Company to implement this Decision.
Closely coordinate with Phap Van - Cau Gie BOT Joint Stock Company and agencies and organizations to carry out the prescribed work.
Implement other regulations according to functions and tasks as prescribed by the Ministry of Construction, the Vietnam Road Administration and the provisions of law.
