Accordingly, the police instruct the 7 steps to register a vehicle as follows:
Step 1:
Log in to a level 2 identification account on the Public Service Portal or the National Identification Application, and fully declare information on the electronic vehicle registration form.
Step 2:
Choose the right type of license plate:
Identification certificate.
The auction winning license plate.
Or press a new license plate (if not yet available).
Step 3:
The system sends service code and license plate information to guide fee payment via SMS, email or on the application.
Step 4:
After the payment is complete, the system confirms the completion of the fee payment.
Step 5:
The vehicle registration agency checks and processes the application online, prints the vehicle registration certificate, issues the license plate, and signs the application.
Step 6:
Vehicle owners receive vehicle registration certificates and license plates via:
Post Office
Or go directly to the vehicle registration agency.
When coming to receive, submit an additional Factory Quality Inspection Certificate (with a copy of the frame number - the number of the motorbike stamp). If there is no paper copy, print it from electronic data.
Step 7:
The officer registered to re-check the frame number - the device number and store the file in the system.
The police note that the documents that need to be prepared include
Vehicle registration declaration (Form DKX10/79).
Level 2 identification account.
Vehicle documents (quality certificate, electronic invoice, registration fee...)
Time to resolve:
In normal cases: maximum 02 working days.
In case the vehicle wins the auction/identification license plate: maximum 07 working days.
The time is calculated from the time of completing the documents and paying the full fee.
Subjects of application:
Vietnamese citizens have a level 2 identification account and register their vehicles for the first time.
Resolution agency:
Provincial and commune-level police according to the provisions of Circular No. 79/2024/TT-BCA and related documents.
Vehicle registration fee:
Applicable according to Circular No. 06/2025/TT-BTC and Circular 71/2025/TT-BTC of the Ministry of Finance.
The police further noted,
A level 2 identification account is a mandatory condition.
The factory quality inspection certificate must have a copy of the chassis number - the engine number with a match stamp.
