Will have its own identity
The Ministry of Public Security has just issued Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes. The Circular takes effect from January 1, 2025. Accordingly, vehicles using clean energy, green energy, and environmentally friendly will have their own stamps for identification.
This type of stamp is green, circular with a diameter of 30mm. The stamp is designed with specialized security software, anti-copying and anti-counterfeiting. The stamp material is peel-and-stick decal, printed in color with anti-fade ink.
Speaking to Lao Dong, a representative of the Vietnam Register said that the Minister of Transport has issued Circular 47/2024/TT-BGTVT. The Circular regulates inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes, along with technical safety and environmental protection standards.
This Circular also provides regulations on the color of stamps and Inspection Certificates. Accordingly, motor vehicles using clean energy, green energy, and environmentally friendly: Green; Regular motor vehicles: Orange-yellow; Specialized motorbikes: Purple-pink.
According to the representative of the Registration Department, the application of registration stamps for green vehicles aims to raise people's awareness of the environment. This is also a measure to promote the transition from fossil fuel vehicles to clean energy vehicles. The labeling also helps the management agency to classify and develop appropriate development policies in the future.
More policies to support electric vehicles in practice are needed.
The development of electric vehicles is one of Vietnam’s major priorities. The green vehicle labeling regulations from 2025 continue to affirm this commitment. However, to develop electric vehicles, more than practical support policies are needed.
According to the Institute for Strategy and Policy Research on Industry and Trade, support policies from the Government play an important role in the early stages of development. Necessary measures include: Exemption or reduction of taxes and fees for electric vehicles; Support for the development of charging station infrastructure and home charging stations; Financial incentives for first-time electric vehicle buyers or those switching from gasoline vehicles.
The Institute also emphasized that many countries around the world have adopted practical support policies such as subsidies for people to buy electric vehicles, reducing import taxes on manufacturing components, or providing incentives when building charging infrastructure. This is an experience that Vietnam needs to learn from to develop the electric vehicle market.
Synchronizing policies to develop green vehicles
Prof. Dr. Le Anh Tuan - Chairman of the Council of Hanoi University of Science and Technology - said that Vietnam is a potential market for electric vehicles. According to statistics, the ratio of electric vehicles to charging stations in Vietnam is currently 9.44:1, showing encouraging initial results.
Prof. Dr. Le Anh Tuan commented that Vietnam can reach about 50.1 million electric vehicles by 2050 if supporting policies are implemented such as: Strengthening coordination between ministries/sectors to develop infrastructure and domestic production; reviewing, amending and developing incentive policies; Completing the system of standards and technical regulations for electric vehicles and charging infrastructure; Strengthening communication to raise awareness among people and businesses.
Vietnam has a great opportunity to become a regional leader in green transport. Aligning policies and infrastructure development will be key to achieving this goal.
