The Ministry of Finance is seeking opinions on the draft Circular regulating the collection rate, collection regime, payment of driving test fees; fees for granting degrees, certificates and registration fees, and granting license plates for specialized motorbikes.
Notably, Article 3 of the draft on fee and charge collection is as follows:
The fee for collecting driving test fees; fees for granting certificates and certificates for operation on all types of vehicles and fees for registration and issuance of license plates for specialized motorbikes are specified in the Toll and Fee Charging Table issued with this Circular.
The fee for registration and issuance of license plates for specialized motorbikes is equal to 70% of the fee for issuance prescribed in Section 1 of the fee list and fee issued with this Circular for cases where organizations and individuals submit an application for registration and issuance of license plates for specialized motorbikes online.
Explaining this proposal, the Ministry of Finance said that on September 3, 2025, the Prime Minister issued Decision No. 1891/QD-TTg approving the plan to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Public Security in 2025.
In Decision No. 1891/QD-TTg, it is proposed to reduce the registration fee and license plate for specialized motorbikes by 30% as prescribed in Circular No. 37/2023/TT-BTC for cases of online registration and license plate issuance for specialized motorbikes to simplify administrative procedures.
To implement the plan approved by the Prime Minister, the Ministry of Finance will reduce the registration fee and license plate issuance fee for specialized motorbikes by 30% as prescribed in the fee and charge collection rate table issued with Circular No. 37/2023/TT-BTC for cases of registration and issuance of license plates for specialized motorbikes online as above.
