The Ministry of Public Security is submitting a draft Decree amending and supplementing a number of articles of Decree No. 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety, which has been amended and supplemented by Decree No. 184/2025/ND-CP.
In the draft, one of the notable contents is the regulation related to compulsory civil liability insurance for motor vehicle owners, including motorbikes.
Clause 8, Article 11 on information in the Database on road traffic order and safety continues to stipulate information on compulsory civil liability insurance for owners of motor vehicles and specialized motorbikes.
Accordingly, the data will include information about owners of motor vehicles and specialized motorbikes.
For individuals including: full name; date, month, year of birth; gender; personal identification number; phone number (if any); nationality; permanent residence; temporary residence; current residence; vehicle registration address.
For organizations including: organization name; name of legal representative; address; tax identification number or decision on establishment or organization identification number (if any); phone number.
Information about motor vehicles includes: license plate or frame number, engine number, vehicle type, tonnage for cars, number of seats for cars, purpose of use for cars, brand, capacity, paint color, year of manufacture.
The draft also stipulates information about insurance companies including name, address, hotline phone number; civil insurance liability level for third parties and passengers; responsibilities of motor vehicle owners and drivers when an accident occurs.
There are also data on insurance term, number of insurance certificates, insurance premiums, insurance premium payment term, date, month, year of application issuance, place of application issuance, applicant (if any).
Information on compulsory civil liability insurance compensation of motor vehicle owners; information on accidents, administrative violations, registration, and inspection related to motor vehicles and specialized motorbikes collected through connection with databases of the Ministry of Public Security, Ministry of Construction and Ministry of National Defense.
Article 12 of the draft stipulates that information in Clause 8, Article 11 will be collected from the National Population Database; Registration and management database of motor vehicles and specialized motorbikes; other related databases; Database on compulsory civil liability insurance of motor vehicle owners as prescribed by the Government; and at the same time supplement the National Insurance Database.
Thus, civil liability insurance for motor vehicle owners, including motorbikes, continues to be stipulated as compulsory insurance.
The amended content mainly focuses on supplementing, expanding and synchronizing data, in which it is noteworthy to supplement data from the Ministry of National Defense, add information on compulsory civil liability insurance compensation and expand collection sources from the National Insurance Database.
