The Ministry of Construction is drafting a Circular regulating driver training; training, testing, and granting certificates of training in road traffic law. The Circular is expected to take effect from July 1, 2025.
According to the draft, the implementation organization assigns the Vietnam Road Administration the following tasks:
For driver training.
Providing professional guidance and skills for training to be implemented uniformly nationwide.
Applying information technology in driver training management,
Managing driving training information systems at the Vietnam Road Administration to ensure the reception, synthesis and analysis of DAT management data for the exploitation of DAT management data and management of driving training of the Department of Construction, the Department of Transport of Ho Chi Minh City; Ensuring the driving training information system at the Vietnam Road Administration is continuous and stable.
Announce and update the list of auto driving training institutions that have been granted or have had their driving training licenses revoked on the electronic information page.
For information system management.
Build, upgrade and maintain the operation of the driver training database information system at the Vietnam Road Administration; DAT information system, information system for granting certificates of training in road traffic law at the Vietnam Road Administration; integrate and apply digital transformation technology in driver training.
Operate or hire a capable unit to operate the information system of the Vietnam Road Administration in Point a of this Clause.
Providing accounts for the Department of Construction, the Department of Transport of Ho Chi Minh City, driving training institutions, specialized motorbike operator training institutions, logging, updating, transmitting data and exploiting data on the driver training database information system, DAT information system software and the information system for granting training certificates on road traffic laws of the Vietnam Road Administration.
Use data on the driver training information system at the Vietnam Road Administration to serve the reporting, inspection and examination work.
Issue regulations to ensure information security, regulations on the use of hardware, software, and accounts to ensure safe and effective use of the information system.
Regarding inspection work.
Periodically or suddenly inspect the management of driver training at the Departments of Construction and the Department of Public Transport of Ho Chi Minh City; comply with regulations on driver training activities according to the provisions of law on driver training activities.
