Regulations on driving testing from 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Article 61 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) stipulates the driving test as follows:

1. People who have completed the driving training program and are of the age and health prescribed in Article 59 of this Law are allowed to register to take the driving test.

2. The content of the driving test must comply with the driving license class and driving training program.

3. Car driving testing activities must be conducted at driving testing centers; Motorcycle driving testing activities are conducted at driving testing centers or at driving practice grounds that meet conditions and standards on facilities and techniques. Driving testing activities are conducted by competent state agencies.

4. The driving test center is a unit providing driving test services; must meet the conditions prescribed by the Government and meet the technical requirements according to national technical regulations on road motor vehicle testing centers; must use equipment that applies information technology and must immediately share the results and data to monitor the testing process with the training management agency, testing agency, driving license agency, and management agency for road traffic order and safety for supervision.

5. The driver's test is conducted by the test taker. The test taker must meet the requirements and standards, be granted a test Taker card and be responsible for the results of their test.

6. The Government stipulates the conditions, order, and procedures for inspection and evaluation to issue, reissue, and revoke the driving license for the driving test center; conditions for driving practice grounds for motorbike driving testing.

7. The Minister of Transport stipulates the form, content, and testing process for granting driving licenses; conditions, standards for testing, organizing training, and issuing testing cards; technical standards for driving practice grounds for testing motorbikes, national technical standards for road motor vehicle testing centers; for driving testing for military and police forces performing national defense and security tasks as prescribed by the Minister of National Defense and the Minister of Public Security.

Thus, driving testing from 2025 is regulated as above.
