The Ministry of Construction drafted regulations on collection rates, collection, payment, exemption, management and use of road use fees collected through vehicles for cars.
Article 3 of the draft on subjects not subject to fees is as follows:
Damaged and unusable according to the provisions of law on traffic order and safety.
Concluded, temporarily confiscated, temporarily detained or having the vehicle registration certificate and license plate revoked.
Vehicles temporarily suspended from continuous traffic for 30 days or more, including: damaged vehicles that need to be repaired; transport business vehicles belonging to enterprises, cooperatives, cooperative unions, business households, and individuals doing transport business.
Vehicles of enterprises, cooperatives, cooperative unions (hereinafter referred to as enterprises), business households, and individuals who do not participate in traffic or use roads for public transport (only granted inspection certificates and not issued inspection stamps according to regulations on inspection of technical safety and environmental protection of road motor vehicles of the Ministry of Construction) or vehicles participating in traffic or used for public transport ( Having been granted inspection certificates and issued inspection stamps according to regulations on technical safety inspection and environmental protection of road motor vehicles of the Ministry of Construction) shall not participate in traffic, not use roads for public transport, only within the scope of: driving test center; station; exploitation area; production, production, forestry, tourism, sports, recreation area; agricultural, forestry, forestry, tourism, sports, recreation area; hydrological, recreation area.
Vehicles registered and inspected in Vietnam but operating abroad continuously for 30 days or more.
The vehicle was stolen for 30 days or more.
Accordingly, the regulation on paying benefits or deducting road use fees in case of stolen vehicles stipulates as follows:
The owner of the car must present a report of loss of property with confirmation from the police. In case the vehicle has been paid for road use fees for a period of loss of 30 days or more, the inspection facility will calculate the refund (or offset the fee payable for the next period if the car is found again), the implementation period is 1 working day.
In case the car is found, the car owner must provide the vehicle inspection facility with a record of the handover of the property that the police agency recovered and handed over to the car owner.
