On July 2, some people in Ho Chi Minh City (areas of wards and communes in the old Ba Ria - Vung Tau) were surprised to see the registration fee and initial license plate issuance for cars increase to 20 million VND. Previously, this fee was 1 million VND.
Ms. Tam (a car sales employee) said that she was surprised to receive this information. "We did not know this information before, leading to quite confusion in registering license plates for customers who have signed contracts, because the fee will skyrocket ... 20 times," said Ms. Tam.
Mr. Oanh said: "I have just bought a car and am waiting to register and get a license plate. However, I did not know and was very surprised when the fee changed like that," said Mr. Oanh.
According to the investigation, on July 1, the Ministry of Finance issued Circular No. 71/2025/TT-BTC amending a number of articles of the Circulars regulating fees and charges.
In which, it is stipulated that Area I includes: Hanoi City, Ho Chi Minh City includes all affiliated communes and wards, regardless of inner-city or suburban areas (except for special areas under the provincial level). The fee for issuing a registration certificate and the first license plate of a passenger car with 9 seats or less (including a pick-up car) is 20 million VND.
Thus, according to this regulation, the vehicle registration fee in wards of the old Ba Ria - Vung Tau commune (except Con Dao) will change from 1 million VND to 20 million VND. This is similar in the old Binh Duong area.
