Therefore, it is recommended that management agencies related to licensing appraisal work support and create conditions for facilities to complete procedures as soon as possible to be ready before 2027.

The Association also recommends that the Ministry of Construction and the Ministry of Agriculture and Environment promptly amend and issue detailed regulations related to the conditions for inspection facilities to ensure time for business agents and apply for certificates of eligibility for emission inspection activities.

Regarding these opinions, the Ministry of Agriculture and Environment said it had received and forwarded some opinions to the Ministry of Construction.

The Ministry of Agriculture and Environment is continuing to collect opinions on the draft (2nd time) roadmap for motorbike emission inspection.

According to the new draft, the roadmap for applying emission standards is as follows:

From July 1, 2027 for Hanoi and Ho Chi Minh City.

From July 1, 2028 for the remaining provinces and centrally-run cities.

From July 1, 2030 for the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
