The driving test will be held at the Center for Driving Testing and Road Transport Monitoring of Quang Ninh, Ha Long City, organized by the Traffic Police Department (Provincial Police).
This is the first test after the Traffic Police Department officially takes over the function of State management of testing and issuing driving licenses from March 1, 2025. Previously, this work was undertaken by the provincial Department of Transport.
The transfer of State management functions is carried out in accordance with the policy of the Party and State to unify management, improve the effectiveness of driver testing and ensure traffic safety.
Attending and witnessing the test were Mr. Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, and representatives of the Traffic Police Department (Ministry of Public Security).
This exam took place over 2 days, May 24 - 25, with the participation of 683 candidates.

A new point in the test is that students will be tested for alcohol concentration and stimulants before entering the driving test.
According to regulations, candidates taking the test to be granted a car driving license for all classes must pass 4 exam items including: Theory, simulation, testing and driving on the road.
The exam content is organized independently, candidates who do not pass the first content can continue to take the remaining exams.
Candidates who score points on the exam will have their results reserved for 1 year and only have to retake the parts that they have not achieved. All testing stages are implemented seriously and transparently, in compliance with the new procedures of the Ministry of Public Security.
The exam process is closely monitored by a modern camera and sensor system, ensuring fairness, objectivity and high accuracy in scoring.
Immediately after the test results are available, information about the driver's license will be updated directly on the VNeID accounts of the candidates.
The Department of Administrative Management of Social Order Police (Provincial Police) also arranged a working group to support candidates to register for a VNeID level 2 account right at the testing facility.
It is expected that from now until the end of May, the Traffic Police Department will organize 6 more driving license tests for more than 800 candidates. The unit is determined to organize testing for more than 11,000 qualified driver trainees by the end of 2025.
