At about 8:00 a.m. on May 23, 2025, during the patrol and control process, the Waterway Police Team (Traffic Police Department, Quang Ninh Provincial Police) coordinated with the transport ship NB-8777 to promptly rescue a person in distress at sea.
The NB-8777 vehicle, captained by Doan Ngoc Ba (born in 1987, residing in Quang Thien commune, Kim Son district, Ninh Binh province), while traveling through the sea area of Quang Yen town, discovered a person swimming and clinging to a buoy.
As soon as the information was received, the working group of the Waterway Police Team and the captain deployed rescue measures and put the victim safely on the boat.
The person being rescued was Mr. Ma Xuan Thuan (born in 1996, residing in Tho village, Ha Lang commune, Chiem Hoa district, Tuyen Quang province).
After being taken to the ship, Mr. Thuan was taken care of and monitored by the working group. Up to now, Mr. Thuan's health has stabilized.
Through initial discussions, his purpose when swimming at sea was to go to Cat Ba Island.
Immediately afterwards, the Waterway Police Team contacted Ms. Hoang Thi Nga (born in 1971), Mr. Thuan's biological mother.
Through exchanging information via Zalo application, Ms. Nga traveled from Tuyen Quang to Ha Long to pick up her child.
At around 4:30 p.m. the same day, the family arrived at the headquarters of the Waterway Police Team (Traffic Police Department) to pick up Mr. Ma Xuan Thuan to return home.
