According to the leader of the 29-03V Vehicle Inspection Center, current regulations require the transfer of ownership and license plate number when buying and selling used cars, even when the old and new owners live in the same locality.
According to regulations on motor vehicle inspection, the registration certificate and inspection stamp only expire in the following 4 cases:
The vehicle is issued with a new certificate and inspection stamp.
There is a notice of revocation of the certificate or inspection stamp from the inspection unit.
The vehicle was in a serious accident, not ensuring technical safety and environmental protection.
The specifications on the registration certificate do not match the actual vehicle.
If the vehicle's registration certificate and inspection stamp are still valid and do not fall into the above 4 cases, changing the license plate number does not affect the validity of the registration.
In addition, according to the Ministry of Public Security, using a valid vehicle registration certificate or inspection stamp that does not match the current license plate is not considered a violation of the conditions on means of transport according to Decree No. 100/2019/ND-CP (amended and supplemented in Decree No. 123/2021/ND-CP).
Therefore, the vehicle driver is not subject to administrative penalties for this issue.
However, vehicle owners need to pay attention to check the registration period to avoid being fined when the certificate and inspection stamp expire. When the deadline comes, vehicle owners need to take the vehicle to the registration office to update the information about the owner and the new license plate to the vehicle data system of the Vietnam Register.
Here, the inspection center will issue a new certificate and inspection stamp, in accordance with the inspection cycle based on the vehicle's production time. The information on the new certificate and inspection stamp will match the current vehicle registration.
