On the same day, June 30, the Ministry of Public Security issued Circular 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, effective from July 1, 2025.
There are many new regulations, typically individuals and organizations are allowed to register their vehicles at vehicle registration points under the Traffic Police Department and all commune-level police in provinces and cities.
The removal of the vehicle registration area as before, which was only registered in the commune where the vehicle was residing or at the registration point as prescribed at the Traffic Police Department is a breakthrough that creates favorable conditions for people and organizations.
Accordingly, from July 1, people or organizations that need to register their cars, motorbikes, and specialized motorbikes can choose to register their vehicles at the Traffic Police Department or any commune-level police station in the province or city where they are residing or have headquarters.
For vehicles of confiscated origin, they must register at the Traffic Police Department. For vehicles that have won the auction of license plates, in addition to being registered in the province or city where they reside or having a headquarters, individuals or organizations, they must also be registered at the Traffic Police Department managing the auctioned license plates.
