In recent days, heavy rain has caused many roads in Hue City to be flooded again. Although the police force continuously propagates, many people still put their cars on the bridge to avoid flooding, causing traffic insecurity and hindering natural disaster response.
At noon and afternoon on November 17, on An Hoa, Vi Da, Cho Dinh, Nguyen Hoang bridges... a long line of cars parked, causing the bridge surface to narrow and traffic congestion. Hue City Traffic Police were present to propagate and request vehicle owners to move, and all cases of non-compliance were recorded.
Lieutenant Colonel Huynh Tue - Deputy Head of the Traffic Police Department of Hue City Police said that the bridge is a vital route for functional forces to mobilize in floods.
"Stop and park on the bridge, causing congestion and directly affecting rescue work. We have been propagating for many years, but this situation still recurs, so we have to handle it strictly" - Lieutenant Colonel Huynh Tue said.
People living near the bridge area are also concerned about the risk of accidents because vehicles are parked on both sides, especially at night. Some vehicle owners admitted that parking on the bridge was "unreasonable" because they were afraid of flooding, but after being instructed on temporary parking, they realized that this behavior was dangerous and violating.
According to Hue City Police, parking on the bridge during floods poses many potential risks such as narrowing the bridge bed causing congestion; heavy rain, slippery bridge surfaces prone to accidents; many bridges have been in operation for decades, and heavy loads can affect the structure. In addition, the bridge is also a route for transporting forces, vehicles and necessities for rescue.
Before and during floods, local authorities have instructed people to move vehicles onto elevated roads, propagating through loudspeakers, social networks and at bridgeheads. However, a part of the people still follow the crowd mentality or worry about their property, so they continue to park their vehicles on the bridge.
According to Point b, Clause 4, Article 6 of Decree 168/2024/ND-CP, stopping or parking on a bridge will be fined 2 - 3 million VND and have 2 points deducted from the driving license. Violators must remove the vehicle from the bridge; in case of non-cooperation, the vehicle may be forced or temporarily impounded.
Lieutenant Colonel Huynh Tue emphasized: "We cannot endanger the community just because we are worried about flooded vehicles. The bridge is not a parking lot. We will increase handling to ensure traffic safety and serve rescue work".
The authorities recommend that people raise awareness and follow instructions, because the bridge is an important traffic route, not a place to "hide assets" in floods.
