The Vietnam Road Administration said that there are currently about 2.8 million traffic accounts that have not been connected to non-cash payment methods, including nearly 170,000 accounts of transportation businesses.
Through recording the reflection of individuals and transportation businesses, the Vietnam Road Administration found that the connection of non-cash payment vehicles to traffic accounts still has some shortcomings as follows:
Cashless payment means (electronic wallets, credit cards, spending authorization,...) of businesses when connected to traffic accounts are more difficult than non-cash payment means of individuals.
The reason why e-wallets for businesses are not widely provided is that it is difficult to connect to traffic accounts; Business credit cards connected to traffic accounts have to pay high fees (1-2%) which causes costs for businesses; The payment authorization plan ( payment accounts authorized by the vehicle owner when making transactions) connected to traffic accounts does not meet the processing speed of the non-stop electronic fee collection system (<200ms).
Some individuals, especially foreigners, have difficulty identifying themselves to connect their traffic accounts with non-cash payment methods.
To remove the above difficulties and obstacles, especially to avoid congestion at toll stations, not disrupt road transport activities, affect the transportation and supply of essential goods to serve people during the complicated storm, the Vietnam Road Administration has directed road toll payment service providers and investors and BOT project enterprises:
Road toll payment service providers continue to use toll collection accounts of foreign individuals and businesses to replace non-cash payment methods to connect to traffic accounts before December 31, 2025. During the completion of the solution for non-cash payment methods of enterprises to connect to traffic accounts.
Road toll payment service providers proactively coordinate with VEC and Investors/ BOT Project Enterprises to develop scenarios and handling plans for possible incidents; increase personnel directly at toll stations to guide and support vehicle owners in connecting traffic accounts with non-cash payment vehicles according to regulations.
The Vietnam Road Administration continues to advise the Ministry of Construction to work with the State Bank to direct commercial banks and payment intermediaries to remove obstacles in service fees and connection solutions to meet the processing speed of the non-stop electronic toll collection system.
