According to the roadmap for applying emission standards to imported and manufactured and assembled motor vehicles in Decision No. 19/2024/QD-TTg dated November 15, 2024 of the Prime Minister, from January 1, 2026, the emission standard (TCKT) of 0 will be officially applied to four-wheeled motor vehicles, which are motorized road vehicles powered by engines, with a passenger structure, two axles and at least four wheels.
The vehicle has a design speed of no more than 30km/h, no more than 15 seats (including the driver's seat). A four-wheeled motor vehicle is a motor-driven vehicle with two axles, four wheels, the engine and the cargo bed mounted on the same chassis (similar to a truck with a load capacity of less than 3,500kg).
A representative of the Ministry of Transport said that four-wheeled passenger and cargo vehicles with engines were not previously regulated in the 2008 Road Traffic Law. These types of vehicles operate within a narrow area, and are being piloted under the direction of the Government and the Prime Minister.
The 2024 Law on Road Traffic Order and Safety has stipulated that this type of vehicle is one of the types of motor vehicles. However, the technical requirements for this type of vehicle are lower than those of automobiles, so applying the TCKT level as for automobiles for testing and certification is inappropriate. To prevent the risk of outdated technology, fuel consumption and environmental pollution from flooding into Vietnam. At the same time, implementing the policy of green energy conversion in transportation, the Prime Minister has decided to apply a TCKT level of 0 for these types of vehicles from January 1, 2026 to orient the transition to using electricity and green energy that does not emit pollutants.
Also according to the representative of the Ministry of Transport, according to the provisions of the Law on Road Traffic Order and Safety 2024, there are no prohibitions or restrictions on motorbikes and three-wheeled motorbikes; Clause 1, Article 34 of the law stipulates that motorbikes and three-wheeled motorbikes are one of the types of motor vehicles.
Four-wheeled motor vehicles: To prevent the risk of outdated technology and environmental pollution, the Prime Minister decided to apply a 0% TCKT rate to three-wheeled motorbikes and three-wheeled motorbikes from January 1, 2026.
Decision 19/2024/QD-TTg still maintains some regulations on the roadmap for applying TCKT levels for some types of vehicles. For example: New imported cars and manufactured and assembled cars continue to apply TCKT Level 5 from January 1, 2025.
Newly imported two-wheeled motorbikes and manufactured and assembled motorbikes continue to apply TCKT Level 2 from January 1, 2025 to June 30, 2027; apply TCKT Level 4 from July 1, 2027.
Newly imported two-wheeled motorcycles and manufactured and assembled motorcycles will continue to apply Level 3 emission standards from January 1, 2025 to June 30, 2026; Level 4 emission standards will apply from July 1, 2026.
Used imported cars continue to apply TCKT Level 4 from January 1, 2025.
