On February 19, Ms. Phan Thi Thu Hien, Deputy Director of the Vietnam Road Administration signed Document No. 905/CDBVN - QLVT,PT&NL on coordinating the handover of state management tasks on testing and granting driving licenses.
The document was sent to the Department of Transport of provinces and centrally run cities.
The document is based on the implementation of Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee on summarizing the implementation of Resolution No. 18 - NQ/TW of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient and Official Dispatch No. 703/CSGT - P5 dated February 18, 2025 of the Traffic Police Department - Ministry of Public Security on coordinating the implementation of receiving and handing over state management tasks on testing and issuing driving licenses.
The Vietnam Road Administration requests the Departments of Transport to carry out the following tasks:
Coordinate with local police to prepare the handover of records, documents, databases, equipment, and technical facilities related to driving license testing and issuance according to Instruction No. 802/CDBVN - QLVT,PT&NL dated February 14, 2025 of the Vietnam Road Administration as soon as there are regulations on the time of task transfer by competent authorities.
Directly coordinate and direct type 1 and type 2 driving test centers to coordinate with local police to organize training courses for drivers for local police to train and equip students with full knowledge of theory, skills, practice at the driving test center and the driving test process so that traffic police officers can proficiently use equipment, theory testing software, simulate traffic situations, driving in images, driving on the road and driving hand insurance skills for students when testing drivers on the road.
Assign professional and technical staff to coordinate, guide, and convey experiences, skills, and process methods to support units and local police traffic police officers in performing professional tasks, operating, exploiting, using, and operating the management software system, receiving applications for changes, reissuing driving licenses, and granting international driving licenses directly and online.
There is a plan to organize appropriate exams to be able to complete the signing of the admission recognition decision and driver's license for the successful candidate before the date of assignment of tasks by the competent authority.
There is a plan to receive and process documents to change, reissue driving licenses, and issue international driving licenses so that the receipt and signing of the received driving licenses can take place continuously, without interruption until the date of the competent authority's task transfer date is regulated.
"Coordinating the organization of preparing to hand over the task of testing, granting driving licenses and organizing the reception and settlement of administrative procedures for issuing new, exchanging, reissuing driving licenses, granting international driving licenses to serve people's needs is an important matter, so it is recommended that the transport departments pay attention to directing and organizing implementation", the Vietnam Road Administration emphasized.
