The Ministry of Public Security has just issued Circular No. 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses.
According to the Circular of the Ministry of Public Security, people with valid car driving licenses will be exempted from the theoretical test when registering for the A1 driving license test (capacity up to 125 cm3 or electric motor capacity up to 11 kW) and A (capacity over 125 cm3 or electric motor capacity over 11 kW).
Previously, Circular 35/2024 stipulated the exemption from theoretical examination for A1 driving licenses (up to 175 cm3) if the candidate has a car driving license. Candidates who register to get an A2 driving certificate (over 175 cm3) are not exempted.
Circular 12/2025 also stipulates that the content of driving tests for classes A1, A, and B1 includes theory and practice in the picture. In particular, candidates who do not pass the theory test will continue to take the practical driving test in photos. Candidates who pass the theory test or practice driving in cars will have their test results retained for 1 year.
Meanwhile, the content of the driving test for all car classes includes theory, simulation, image driving and road driving. The part had not yet registered for the re-examination. The results will be retained for 1 year. Candidates who bring phones or communication devices to the theoretical test room, test room simulating traffic situations, on the test vehicle or have other fraudulent acts that distort the test results will be suspended or have the test results canceled.
For class B1, the test is conducted by direct scoring method, the test taker does not sit on the test vehicle. The test taker must drive the vehicle in the shape of an x-shaped animal and reverse direction. Grades B, C1, C, D1, D2, D are tested using automatic scoring devices, without test takers sitting on the test vehicle.
The test Taker must drive through the driving test areas arranged at the driving test center, including: Starting, stopping the vehicle to give way to the pedestrian, stopping and starting the vehicle on the slope, crossing the wheelline and the corners, crossing the intersection with traffic lights, crossing the winding roundabout, bringing the vehicle to the parking lot (class B and C1 performing vertical vehicle assembly; class B, C, D1, D2 and D performing side-track assembly), temporarily stopping at the location where the railway runs through, operating when encountering dangerous situations, changing the number on the level road, ending.
For BE, D1E, D2E, DE classes, the test is conducted using direct scoring methods, the test taker does not sit on the test vehicle. The test taker drives a vehicle through a test with 5 standard stakes and a track back;
C1E, CE classes conduct tests using direct scoring methods, test takers do not sit on test vehicles. The test taker drove the vehicle through 2 testtakers in a formation with 5 standard stakes and a return vong; and moved the motorbike along the parking lot.
The new Circular of the Ministry of Public Security also stipulates: The Traffic Police Department will issue driving licenses to those who pass the test results within 7 working days from the date of completion of the test.
The electronic driving license is integrated into the electronic data system and electronic identification account for 3 working days from the date of completion of the exam.
