Circular 30/2026/TT-BXD stipulates many cases where certificates and inspection stamps are re-issued within 4 working hours without having to take the vehicle for re-inspection.

From July 1, 2026, Circular 30/2026/TT-BXD of the Ministry of Construction officially takes effect, detailing the order and procedures for re-issuance of inspection certificates and inspection stamps for motor vehicles and specialized motorbikes.

Change of registration, loss of vehicle registration stamp is still re-issued, no need to take the car for inspection

According to the above Circular, in many cases, certificates and inspection stamps are re-issued, but vehicle owners do not have to take their vehicles to registration facilities for re-inspection.

According to Article 15 of the Circular, the re-issuance of inspection certificates and inspection stamps is carried out when the certificate or inspection stamp is misleading, damaged, or lost; the vehicle changes the vehicle registration certificate, license plate; the vehicle changes from non-transport business to transport business or vice versa; or the vehicle has changes but is not considered renovated.

For these cases, organizations and individuals do not have to bring vehicles to registration facilities for re-inspection.

The Circular stipulates that inspection certificates and inspection stamps are re-issued by registration facilities that have issued inspection certificates and inspection stamps before and have a validity period along with the validity period of the issued inspection certificate and inspection stamp.

In case of conversion between business and non-business transport vehicles that change the inspection cycle, the re-issued certificate still retains the remaining validity period.

In case the registration agency that has issued the inspection certificate is revoked the certificate of eligibility for motor vehicle inspection operation, the re-issuance is carried out by the designated registration agency receiving the dossier.

Many cases are resolved in 4 working hours

The Circular stipulates that in case the inspection certificate or inspection stamp has incorrect information, the registration facility must reissue it within 4 working hours from the time of receiving complete and valid dossiers, and at the same time revoke the incorrect inspection certificate and inspection stamp.

Similarly, if the inspection certificate or inspection stamp is damaged but there is still enough information to determine the serial number or license plate, the registration agency will also reissue it within 4 working hours from the time of receiving complete valid dossiers and revoking the damaged inspection certificate and stamp.

For cases where the inspection certificate (paper version) or inspection stamp is lost simultaneously or only one of the two is lost; or the inspection certificate (paper version), inspection stamp is damaged but there is no longer enough information to determine the serial number or license plate, the inspection facility will prepare a receipt for loss information and post loss information on the software for managing violating vehicles of the Vietnam Register.

After 15 days from the date of posting the loss information, if the inspection certificate or inspection stamp is not found, the applicant shall bring the receipt of loss information along with the remaining inspection certificate or inspection stamp (if any) to the inspection facility to submit and be re-issued the inspection certificate and inspection stamp on the same working day.

The Circular also stipulates that for cases where inspection certificates and inspection stamps are lost, damaged, torn or have incorrect information that were issued before the effective date of Circular 30/2026/TT-BXD, the re-issuance is carried out in accordance with the provisions of Article 18 of Circular 30/2026/TT-BXD.
