From January 1, 2025, Decree 168/2024/ND-CP officially takes effect, increasing the penalty for violations related to arbitrarily changing the structure and paint color of vehicles.

Fine up to 150 million VND if changing car structure

According to Clause 16, Article 32 of Decree 168/2024/ND-CP, the act of arbitrarily changing the structure of a car in violation of regulations will be fined from 65 to 75 million VND for individuals, from 130 to 150 million VND for organizations that own cars, specialized motorbikes and vehicles similar to cars.

Penalties include arbitrarily changing the chassis assembly, engine assembly, brake system, transmission system, motion system or modifying the structure, shape, or size of the vehicle not in accordance with the manufacturer's design or registered documents.

In addition, vehicle owners will also be fined if they arbitrarily change the vehicle's usage features or install additional lifting and lowering mechanisms for the vehicle's body or container (including trailers and semi-trailers).

Previously, according to Decree 100/2019/ND-CP, the fine for this behavior was only 6 - 8 million VND for individuals and 12 - 16 million VND for organizations. Thus, the fine under Decree 168 has increased many times, demonstrating the determination in controlling vehicles on the road.

Changing car paint color can be fined 12 million VND

Many car owners have the habit of changing the color of their cars without notifying the authorities. According to Clause 7, Article 32 of Decree 168, this behavior will be fined 4 - 6 million VND for individuals and 8 - 12 million VND for organizations that own cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles, specialized motorbikes and vehicles similar to cars.

In addition, the installation and use of sound and lighting equipment on vehicles that cause disorder and disrupt road traffic safety will also be punished at the same level.

For motorbikes and similar types of motorbikes, the fine for installing and using illegal sound and lighting equipment is 800,000 - 1,000,000 VND for individuals and 1.6 - 2 million VND for organizations.

Arbitrarily changing the structure of a motorbike can be fined 6 million VND

Not only cars, motorbikes are also under stricter control with new regulations. Arbitrarily changing the frame, engine, shape, size, and characteristics of motorbikes and scooters will also be fined 4-6 million VND for individuals and 8-12 million VND for organizations.

In addition, the act of changing the brand or paint color of a motorbike or scooter that is not in accordance with the vehicle registration certificate will also be punished. Specifically, individuals who violate the law will be fined 200,000 - 300,000 VND, while organizations that own the vehicle can be fined from 400,000 - 600,000 VND.

With the new regulations, vehicle owners need to pay special attention when intending to change the structure or paint color of their vehicles. Compliance with regulations not only helps avoid fines but also ensures safety when participating in traffic. Seemingly small violations can cause vehicle owners to face fines of tens, even hundreds of millions of dong.
