One-time financial support up to billions of VND
Hanoi has just issued a new resolution regulating the attraction and valuation of talented people with a series of outstanding preferential policies, focusing on key areas, in which healthcare is identified as a field to ensure social security.
According to regulations, talented people are understood as young scientists under 47 years old with the academic title of associate professor, professor; leading experts and scientists; people with high professional qualifications in strategic and key fields; managers, administrators; excellent graduates, young talented scientists, and individuals with special talents or nominated and recognized as talented according to the development needs of the capital.
In the field of healthcare, the main target audiences are doctors, highly qualified medical experts, and scientists with outstanding contributions, capable of undertaking leading professional tasks.
Hanoi's policy of attracting medical talents is not only limited to recruitment but closely linked to specific tasks and measurable output results.
Policy beneficiaries must be approved by the Chairman of the City People's Committee and prioritized for arrangement and use at key positions, areas that determine the quality of the capital's health system.
The implementation is based on the principles of publicity, transparency, objectivity, ensuring compliance with the law and in accordance with budget balancing capacity, but still competitive enough to attract high-quality human resources.
Accordingly, the level of one-time financial support for people with talent in the health sector when recruited as civil servants and public employees is as follows:
Professors are supported equivalent to 1,000 times the regional minimum wage level I; associate professors 800 times; doctors, specialists level II and equivalent 500 times.
In case of having a doctorate degree from universities in the top 200 universities in the world, the support level is increased to 600 times the regional minimum wage level I.
In addition, specialist doctors level I, masters graduates from the group of 1,000 leading universities in the world also enjoy significant support.
Accordingly, the current regional minimum wage level 1 is 5,310,000 VND. Thus, the one-time support for the title of professor is 5 billion 310 million VND (1,000 times the regional minimum wage level I) and the lowest is 2 billion 655 million VND (500 times the regional minimum wage level I).
The entire one-time support is 100% exempt from personal income tax.
Being allocated housing, monthly rent support
Not only financial incentives, Hanoi also creates favorable working conditions for medical talents. Good experts and doctors are arranged jobs suitable to their abilities and strengths; priority is given to working space, modern equipment and facilities, and favorable research and practice conditions.
The city also encourages and creates conditions for them to participate and chair key topics, projects, and tasks in the health sector, from scientific research, new technical development to the application of high technology in medical examination and treatment.
Welfare policies for talented people in the healthcare industry, as well as other fields, are also clearly regulated.
Talented people according to specific regulations, cadres, civil servants, and public employees after being nominated and recognized as talented are entitled to policies on welfare regimes. Housing is arranged according to city policies. People who do not use official housing will be supported with monthly rent.
Medical talents are also prioritized to buy or rent social housing without meeting normal conditions, and are also supported with a part of the housing value. In terms of health, talented people themselves and family members are given free health check-ups at public health facilities in the city.
Children under 18 years old of the recruited person are prioritized to choose public educational institutions and are completely exempt from tuition fees and related educational service costs. The city also supports 100% of the cost of using large-volume public passenger transport for the entire family of the talented person.
For medical experts who are attracted in the form of contract signing, Hanoi allows the application of flexible and highly competitive income levels compared to the general level.
Depending on qualifications, experience and job requirements, the salary can be up to 50 times the regional minimum wage level I per month or is agreed upon according to specific products and tasks, including travel expenses, housing and other necessary support.
With a series of strong preferential policies and an approach that links attracting talent with practical efficiency, Hanoi expects to create a breakthrough in gathering a team of highly qualified doctors and medical experts, contributing to improving the quality of people's health care and raising the level of the capital's health system in the new period.
