The Ministry of Health has just issued Document No. 4584/BYT-VPB to the National Assembly Delegation of Phu Tho province in response to the petition of voters of the former Hoa Binh province (now Phu Tho province) related to the management of the health sector and proposed to recognize martyrs for medical staff who died while on duty.
Currently, in addition to the general salary regime, health workers also receive special allowances to recognize the complex and risky nature of their work.
The Ministry of Health is implementing solutions to reform salary policy, in which it is the responsibility to coordinate in developing two Decrees: One is to regulate preferential allowances for civil servants and employees at public health facilities (replacing Decree 56/2011/ND-CP, expected to be completed in December 2025); two is to regulate a number of special allowances for civil servants, public employees and employees in public health facilities, anti-epidemic allowances and support for medical staff in villages, expected to be completed in September 2025.
At the same time, in the process of building a new salary system, the Ministry of Health has proposed to arrange salary levels 2 right after recruitment for the positions of doctors, preventive medicine doctors, and pharmacists, in order to attract high-quality human resources.
As for the proposal on seniority allowances, in the spirit of Resolution No. 27-NQ/TW of the Central Executive Committee, the general policy is to abolish this allowance to implement overall salary reform, so the proposal specifically for the health sector is no longer appropriate. In addition to the efforts from the Central Government, the Ministry of Health also highly appreciates the proactiveness of many localities that have issued separate policies to attract and support medical staff in the area.
Along with improving the lives, ensuring the safety of medical staff is also identified as an urgent task. The Ministry of Health has been closely coordinating with the Ministry of Public Security to effectively implement the Coordination Regulation No. 03/QCPH-BCA-BYT dated November 18, 2024, directing medical facilities to strengthen security measures and coordinate with local police forces to strictly handle acts of assaulting medical staff, determined to create a safe and civilized working environment.
Finally, for the proposal with profound humanitarian significance on recognizing martyrs for medical staff who sacrificed their lives while on duty, the Ministry of Health would like to accept it. This is an issue under the authority of many agencies, so the Ministry of Health will proactively coordinate with relevant ministries and branches, especially the Ministry of Home Affairs, to conduct research and report to competent authorities for consideration and decision in accordance with the provisions of Decree 02/2020/UBTVQH14 on incentives for people with revolutionary contributions.
The Ministry of Health and Social Insurance of Vietnam is making efforts to resolve difficulties in the settlement of health insurance examination and treatment costs between medical examination and treatment facilities and the Social Insurance agency.
To overcome the shortage of health insurance drugs and improve the quality of medical examination and treatment services, the two sides have established a regular coordination mechanism, organized dialogues and regular meetings to resolve difficulties as soon as they arise, in compliance with legal regulations.
For issues beyond their authority or requiring policy amendments, the two sectors will synthesize, analyze and report to the Government for consideration and decision, in order to create a favorable and transparent mechanism to protect the maximum rights of patients.
Ensuring a stable and adequate supply of drugs and medical supplies is a top priority of the industry. At the same time, the Ministry of Health is resolutely speeding up the progress of national centralized bidding and price negotiation for drugs on the list; at the same time, continuously urging medical facilities to be proactive in planning and organizing procurement. With synchronous solutions, the drug supply situation at medical facilities nationwide has had positive changes and is gradually stabilizing.
The Ministry of Health will continue to listen and strongly direct units in the industry to effectively implement the above solutions, striving to create clear changes in the quality of health services, meeting the expectations of voters and people.
