According to Decision No. 5006/QD-UBND dated December 30, 2025 of Quang Ninh Provincial People's Committee, from January 1, 2026, all 55 health stations and 92 health station points in the province will be handed over in their original state from the Department of Health to the People's Committees of communes, wards, and special administrative zones for management.
After receiving, the People's Committees of communes, wards, and special zones are responsible for directly and comprehensively managing the health station system in the area; ensuring stable and effective operating conditions; closely coordinating with the health sector in professional work, preventive medicine, epidemic prevention and control, and implementing health programs.
The Department of Health continues to perform the function of professional management, professional guidance, technical supervision; coordinate with localities in training and fostering human resources; implement health programs; invest in facilities and equipment according to regulations.
At the handover ceremony, the Department of Health and the People's Committees of 54 communes, wards, and special zones signed minutes of handover and acceptance of the original state of health stations.
The handover content includes the entire civil servant payroll assigned in 2025, the number of existing civil servants and contract workers, along with finances, assets, records, documents and related contents in accordance with regulations and management decentralization.
